Summary This position is located in the Office of Administration (OA), Office of the Chief Financial Officer, serving as a Data Analysis and Reporting Accountant in the General Ledger section of the Accounting Division. The incumbent performs accounting tasks associated with each of the EOP components under the team's cognizance. Responsibilities As an Accountant, GS-0510-12, your typical work assignments may include the following: Functions as a Data Analysis and Reporting Accountant. Implements accounting policies and procedures related to federal financial management in accordance with guidance set forth in OMB and Treasury directives. Analyzes checks and balances of transactions and procedures to ensure data integrity, regulatory compliance, and appropriate management controls. Analyzes transactions in the automated accounting systems to identify solutions to errors, discrepancies and deficiencies. Utilizes automated accounting and financial systems to report transactional data on a routine basis. Reconciles Digital Accountability and Transparency Act (DATA Act) files to Governmentwide Treasury Account Symbol (GTAS) reporting to ensure accuracy and prepares adjusting entries in accordance with TFM/USSGL guidance. Updates DATA Act attribute tables per Treasury guidelines. Completes the Property, Plant and Equipment reconciliation to include review the appropriateness and accuracy of asset transactions prepare depreciation schedules and record quarterly depreciation entries. Assists in training others on the financial management systems and applications. TIME-IN-GRADE REQUIREMENTS: Applicants possess one full year (52 weeks) of specialized experience at or equivalent to the next lower grade level or pay band in Federal service or equivalent experience in the private or public sector. BASIC REQUIREMENTS: Applicants must meet one of the following criteria listed below in order to meet the basic requirement for the 510, Accounting Series. (TRANSCRIPT REQUIRED). Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.") -OR- Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following: 1. Twenty-four semester hours in accounting or auditing courses of appropriate @type and quality. This can include up to 6 hours of business law; 2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or 3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. -AND- SPECIALIZED EXPERIENCE: Applicants must have a minimum of one full year (52 weeks) of specialized experience at a level of difficulty and responsibility comparable to the next lower grade or comparable pay band in the Federal service or equivalent experience in the private sector. You may qualify at the GS-12 level, if you meet the following minimum qualification requirement: One full year (52 weeks) of specialized experience equivalent to the GS-11 grade level in the Federal service or equivalent experience in the private sector which includes all of the following: 1. Conducting internal audits and tracking financial records to safeguard financial information; 2. Providing support to ensure agency financial statements are accurate and timely; and 3. Developing solutions to discrepancies discovered during internal control assessment. Experience refers to paid and unpaid experience, including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
