Summary The Supervisory Health Systems Specialist situated within the Office of Strategic Realization. The individual in this role serves as the Facility Planning Supervisor and reports to the Chief of Strategic Realization. Their primary responsibilities include facility planning and oversight of space planning, leasing, and activation projects. Responsibilities Major Duties: The MEDVAMC's Facility Planning Supervisor plays a crucial role in providing technical expertise and overseeing various projects related to health care planning, and capital asset planning. The incumbent leads multiple work groups and collaborates with all Services and Care lines within the Medical Center to effectively plan and coordinate efforts involving different stakeholders that impact clinical and administrative operations. As the Facility Planning Supervisor, the incumbent's main responsibility is to develop and implement studies that analyze the gaps between supply and demand in terms of space and staffing, additionally the incumbent is tasked with analyzing future projections of these gaps for a period of up to 20 years. The incumbent is responsible for executive-level communication, analyzing and improving operational procedures and policy decisions related to Facility Master Planning for future capital projects. This includes standardizing, implementing, and maintaining key operational processes and decisions through a thorough analysis of Facility Master Planning Models (FMPM). The incumbent also participates in stakeholder-involved working groups, generating ideas and analyzing planning projects for consideration by the Executive Leadership Team (ELT) and VHA and VA National Development Program Level approval. The incumbent coordinates multidisciplinary teams to support construction projects, facility realignments, and lease agreements, while establishing partnerships with other Veterans Affairs (VA) or Department of Defense government facilities or agencies. The incumbent utilizes various programs and actions to ensure access to Veteran Care, promote healthcare system growth, and meet future facility needs. The incumbent must have knowledge of operational procedures, Veterans Administration budgets, and building and equipment plans. Serve as the executive-level subject matter expert for MEDVAMC Master Planning and as the facility specialist for Operational Plans, making revisions as necessary. They develop action plans and provide monthly updates on objectives to the MEDVAMC ELT and VISN Senior Leadership Team (SLT). They collaborate with local, regional, VISN, and Central Office officials to coordinate network growth and make recommendations for program modifications, including determining space requirements for MEDVAMC network facilities Oversee the Space and Equipment Planning System (SEPS) for the MEDVAMC. Assesses the requirements for equipment, staff, and operational finances. The individual is accountable for aligning facility and space plans with current patient care initiatives, working closely with subject matter experts in patient care programs, and assisting them in preparing for future demands. Collaborates with the Strategic Planning Supervisor to ensure the timely completion of ad hoc/special projects that align with and support the MEDVAMC's local mission, vision, and goals. The incumbent also manages and has oversight of the MEDVAMC Bed Control System (BCS) which is the national system maintaining accurate authorized and operating bed category number. Incumbent manages any changes due to temporary or permanent closure or addition of beds. Individual Occupational Requirement: Undergraduate and Graduate Education: Major study -- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. or Specialized Experience(for positions above GS-5): Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. Special Provision for In-service Placement: Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included: Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements; Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program. In addition to meeting IOR, you must also meet the following: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience in space management/assignment, utilization and audits. Develop written documents for the preparation and delivery of presentations to multiple groups. Project management- Oversee projects from planning to completion, ensuring timelines and budgetary constraints are met. Experience with construction processes, materials and industry standards. Experience utilizing effective communication while cultivating and maintaining relationships with various stakeholders.
