Summary The position is vital within the Office of Research and Development (ORD) and the facilities where research programs are conducted in Phoenix, AZ at the VA Medical Center. The primary purpose of this position is to perform specific budgetary functions associated with all aspects of the Research Service fiscal program in conjunction with the Administrative Officer (AO) and the Associate Chief of Staff (ACOS) for Research. Responsibilities THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION Duties may include, but are not limited to, the following: Major Duties and Responsibilities Budgetary Management and Financial Data Analysis - 50% The primary purpose of this position is to perform specific budgetary functions associated with all aspects of the Research Service fiscal program in conjunction with the AO and ACOS for Research. This requires the ability to develop routine budgetary plans, projections, and reports, and to interpret information received from ORD, the individual VA Research programs, Fiscal Service, and other sources. Budget Analysis and Reporting - 25% Performs budget work for the R&D Service in support of one or more of the phases or systems involved in budget administration including the formulation, presentation, or execution of a budget. Contracting Officer Representative (COR) - 25% Advises on VA regulations, rules, procedures, and practices for initiating, preparing, and monitoring procurement, and contractual agreements. Serve as a COR designee for the service and oversees areas of acquisition administration and contractor's performance, as it pertains to R&D. Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Specialized experience includes developing routine budgetary plans, projections, and reports; providing guidance on research-related budgetary policies, precedents, goals, objectives, regulations, and guidelines; applying the appropriate policies, practices, and regulations for the specific funding; preparing estimates for projected operating budget(s). OR Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successful completion of a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related. OR Applicants may also combine graduate education and experience to qualify at this level. Equivalent combinations of successfully completed graduate-level education and specialized experience, as described above, may be used to meet total qualification requirements. Only graduate education more than a master's degree (excess of 36 semester hours) may be used to qualify for this position.
