Description
Controllership responsibilities, including but not limited to:
a. Staff supervision, including but not limited to: managing and developing Accounting staff and completing annual performance appraisals in accordance with HR guidelines, and reviewing, approving and posting journal entries prepared by the Accounting staff.
b. Ensures integrity and accuracy of General Ledger (GL), including but not limited to developing, documenting and monitoring indirect cost allocations, supervising the Accounts Payable, Payroll, Purchasing and Fixed Assets functions. Interfaces with Better Health for recording monthly patient revenue and valuation of receivables.
c. Oversees the preparation, management and coordination of all fiscal reporting activities for the organization, including revenue and expenditure reporting to grant managers.
d. Assisting with developing and preparing budgets that rely on documented assumptions. Creates policies and templates for the development of budgets, including grant budgets.
Cash management and reserves:
a. Manages reconciliation of all cash and investment accounts and ensures reports on cash and reserves are completed timely and accurately.
Controls:
a. Enacts controls to ensure materially correct financial reporting, safeguarding of assets, and compliance with applicable regulatory rules.
b. Coordinates the audit processes in an efficient manner, communicating the PPM accounting treatment and reporting procedures, and tax and internal control processes. Implements changes as needed per audit results.
c. Ensures that retention and disaster recovery plans are in place for financial and other mission critical records.
d. Maintain compliance with PPFA financial accreditation standards and other applicable standards. Implement strategies to meet standards when out of compliance.
Inventory Management and Payroll:
a. Maintains PPM inventory of fixed assets. Actively protects the organization's physical assets.
b. Assists HR with payroll functions, maintaining confidentiality of payroll and personnel data.
Management Reporting and Analysis Responsibilities, including but not limited to:
a. Provides weekly cash statement, monthly Balance Sheet and Financial Statements to the Board, Senior Managers, and departmental managers within the established time frame. Prepare annual financial statements, reports, and supplementary schedules, in accordance with GAAP and other applicable federal, state, and private regulations. Prepare and submit reports to outside agencies in an accurate and timely manner including, but not limited to, PPFA reports, Federal 990 and 550 forms, and State of Maryland reports.
b. Provides regular monitoring reports of grant budgets.
c. Provide variance, trend and other analysis together with financial data.
d. Provide ad-hoc reports to managers to allow for assessment of various programs and activities.
Organizational Duties, including but not limited to:
a. Leads cross-department teams in developing process changes that enhance accuracy and communication of financial data across departments (e.g. improved grant budget development by GL code, improved grant financial management, driving down the Days-to-Close, etc)
b. Mentors staff on financial literacy (e.g. develop trainings for non-Finance staff on use of financial statements and GL reports; educate departmental managers on issues impacting their budgets, etc.)
c. Maintains good working relationship with other management staff and work cooperatively on interdepartmental tasks.

Additional Skills & Qualifications
Required Education and experience is:
Bachelor's Degree in Accounting or Business with concentration in Accounting
5+ years of Experience, 2 being in a supervisory role
Of the above, at least two (2) years in non-profit and/or health care organizations preferred.
Skills and Competencies:
Required skills and competencies are:
Competence in general ledger and accounting software; Abila MIP accounting software experience preferred.
Ability to analyze financial data, pinpoint trends and problems and develop solutions.
Ability to provide technical advice on accounting and payroll matters.
Competence with Microsoft Excel including Filters, Functions, Charts, Pivot Tables, and Protection. Competence with Microsoft Word including Headers/Footers, Bullets/Numbers/ Lists, Track Changes and inserting tables and graphs. Competence with Microsoft PowerPoint including Master Slide and background setup and inserting tables and graphs.
Ability to adhere to schedules and deadlines.
Ability to establish and maintain open communication paths and effective working relationships; must be able to communicate clearly orally and in writing.
Must have excellent customer services skills and be committed to providing the highest level of customer satisfaction.
Must have excellent supervisory, mentoring and staff management capabilities.
Knowledge:
Working expertise with U.S. Generally Accepted Accounting Principles (GAAP); experience with the Federal 990 Form desired.
Working knowledge of government grants and contracts.

Pay and Benefits
The pay range for this position is $50.00 - $55.00/hr.
