[Purpose]{.underline}

Performs profession probation work to monitor adult misdemeanor and gross misdemeanor offenders and certain juvenile offenders who are placed on probation supervision. Assures compliance with the orders of the court, preserves public safety, and helps reduce recidivism.

[Nature of Work]{.underline}

The Adult Probation Counselor is responsible for supervising and counseling misdemeanor offenders placed on probation in Whitman County Probation, and for managing the court's electronic home monitoring program. The responsibilities of this position require the counselor to exercise considerable independence of thought and to rely on established techniques to effectively monitor and treat offenders consistent with state guidelines and established department operating procedures. Considerable contact with adult criminal offenders, law enforcement, treatment agencies, and attorneys is required.

[Essential Functions]{.underline}

The essential functions of this position include the ability to effectively do the following:

Analyze complex issues and technical information, form logical conclusions based on such analysis, and make appropriate recommendations regarding misdemeanant programs and ability to prepare records and reports as required.

Communicate verbally and in writing with a wide variety of people.

Manage assigned responsibilities with competing demands, changing priorities, interpersonal conflicts, and stringent timelines.

Perform duties in a stressful environment, with exposure to sensitive issues involving criminal offenders.

Remain calm and manage emergencies or situations of negative or hostile interpersonal conflict.

Work primarily in an office environment, but possess mobility sufficient to meet offenders in their homes, and to attend appointments at other locations.

Perform duties during weekends or evenings, as required.

Interview offenders and conduct investigations to gather pertinent information in order to determine sentencing recommendations and to develop probationary programs.

Supervise and counsel offenders placed on probation to assure compliance with court ordered sentences.

Evaluate offender progress, monitor compliance and consult with professional providers. Refer offenders for services when appropriate and coordinate probation plan.

Explain sentence and probation policies and procedures to offenders to assure understanding.

Manage Electronic Home Monitoring program.

Administer random home, work, and other checks, and conduct breath and/or urine tests to assure court-ordered abstinence.

Enter data on statewide computer database system. Monitor each case file.

Report probation noncompliance to the court. Attend and testify in court sessions when required.
