GENERAL DESCRIPTION:
The Wyoming Attorney General's Office seeks a Senior Accounting Analyst responsible for researching, compiling, coordinating, and facilitating fiscal information for the agency. This position researches and responds to budget inquiries; compiles accounting and budget data for special projects; and makes recommendations for long and short-range fiscal planning and analysis. The position will also provide administrative support as a liaison between agency program managers and federal grant administrators. They will develop and implement accounting procedures for grants and budgets for the agency. Also be responsible for Grant expenditures, quarterly federal reports and draws, other agency administrative projects as assigned by agency program managers and/or the accounting manager.

ESSENTIAL FUNCTIONS:The listed functions are illustrative only and are not intended to describe every function that may be performed in the job level.
Prepares, analyzes, and interprets fiscal information and carries out special studies.
Analyze fiscal budgetary information and assist in preparing monthly budget expenditure reports for the Attorney General, Chief Attorney General, Chief Financial Officer, DCI Director and deputy directors, and deputy directors of six or more divisions of the Attorney General's Office.
Process fiscal transactions for the agency, including expenditure modifications, requisitions, service contracts and payment vouchers.
Recommends fiscal policy and methods for improved operations.
Assist the Chief Financial Officer in the preparation of the biennial budget, audits, and year-end reporting.
Reviews, evaluates, and revises accounting policies and procedures to meet the required rules. Enforces state fiscal policies and procedures.
Monitors federal programs and grants, including preparing and submitting budgets, quarterly reports, reimbursement requests/draw requests, and may perform work related to indirect cost rate proposals.
Analyzes financial reports prepared for federal agencies before submission.
Compile information and complete monthly draws in ASAP (US Treasury System) and the Payment Management System (PMS), and quarterly reports in JustGrants.
Trains and supervises assigned staff in accounting, budgeting, and WOLFS.
Qualifications
PREFERENCES:
Preference will be given to candidates with WOLFS experience.
KNOWLEDGE:
Knowledge of state and federal laws, rules, regulations, and statutes.
Knowledge of basic accounting, budget, and cost controls.
Knowledge of financial accounting and management at an intermediate to advanced level, including generally accepted accounting principles (GAAP).
Knowledge of the state accounting system - WOLFS.
Knowledge of internal controls.
Knowledge and understanding of lending principles and practices.
Knowledge of budget and procurement practices and policies.
Ability to analyze financial information.
Strong attention to detail, follow-up, and follow-through.
Strong Microsoft Office skills, especially Excel.
Strong communication skills.
Ability to train personnel in various programs and accounting systems.
Ability to work effectively with staff in the Division, Department, and other state and federal agencies.
Skills in time management and workload prioritization.
Skills in analysis and decision-making.
Skills in problem solving.
MINIMUM QUALIFICATIONS:
Education:
Bachelor's Degree (typically in Finance)
Experience:
1-2 years of progressive work experience (typically in Finance) with acquired knowledge at the level of an Accounting Analyst
OR
Education & Experience Substitution:
4-6 years of progressive work experience (typically in Finance) with acquired knowledge at the level of an Accounting Analyst

PHYSICAL WORKING CONDITIONS:
Typically, the employee may sit comfortably to perform the work; however, there may be some walking, standing, bending, carrying light items, driving an automobile, etc.
