Provides technical expertise and coordination for transportation programs involving building construction projects, construction of transportation systems, maintenance of highways and appraisal in accordance with Department standards. Responsible for ensuring projects concur with the Construction General Permit, TCEQ regulations, and TxDOT's traffic control and barricade standards. Assists with project planning and the development of policies and procedures for area of responsibility. Work requires contact with governmental officials, consultants, contractors and private entities. Employees at this level perform work independently on assignments; however, all unusual issues are referred to the supervisor.Essential Duties:Assists in prioritizing and scheduling projects.Coordinates and performs interim and final inspections to identify deficiencies.Coordinates with staff and/or area engineers regarding construction operations as they relate to contract administration,programming, planning, design, right-of-way and maintenance operations.Develops and prepares consultant work orders and agreements.Ensures compliance with specifications for devices; safety laws, rules, and regulations; and the Texas Manual on UniformTraffic Control Devices.Inspects current projects for proper use of personnel, equipment and materials, traffic control and quality of workcompleted.Monitors area office workloads and advises headquarters staff.Performs field reviews of construction projects to assist area engineers and project engineers in resolution ofconstruction problems.Reviews construction records, inspection reports and records audits to ensure contractors build roadways, bridges andrelated structures in accordance with plans and specifications.Performs other job responsibilities as assigned.
