This position serves as a senior leader in the Department of Corrections' (DOC's) finance department and is responsible for ensuring accurate and consistent accounting and finance operations for MINNCOR Industries. Responsibilities include:
Manage the operation of the MINNCOR financial services team so that general accounting, accounts payable, accounts receivable, cost accounting, financial reporting, inventories, and cashiering are provided and appropriate financial management policies, records, and internal controls are maintained.
Supervise and direct the work of the MINNCOR finance services team, ensuring that financial transactions and reporting are correct and timely, and enterprise resource planning (ERP) reporting is accurate between MINNCOR ERP and State of MN ERP.
Assist CFO with the development of revenue budgets and spending plans for various MINNCOR industry programs and business units.
Direct and manage the development and maintenance of documentation for internal control standards related to fiscal management within MINNCOR.
This position is eligible to telework up to two (2) days per week following successful completion of the probationary period.
Minimum Qualifications
To be qualified for and considered for this position, applicants must meet all of the minimum qualifications listed below. Four (4) years of accounting or financial management experience.
Note: A Bachelor's degree in Accounting, Finance, Business Administration, or closely related field may substitute for one (1) year of experience. A Master's degree in Accounting, Finance, Business Administration, or closely related field may substitute for one-and-a-half (1.5) years of experience.
Demonstrated leadership experience, which may include experience as a supervisor, lead worker, team lead, or completion of a State of Minnesota leadership program (e.g., ELI or SLI).
Applicants who meet the experience requirements listed above will be further assessed on the following:
Advanced knowledge of and experience applying generally accepted accounting principles (GAAP) for both governmental (fund) and industry manufacturing (accrual double-entry manufacturing).
Ability to prepare and interpret complex financial schedules and reports and communicate and explain financial information and requirements to nonfinancial personnel.
Experience with financial systems, dashboards, and process improvement.
Skill in cross-functional collaboration and managing organizational change.
Effective communication skills with a values-driven, results-oriented leadership style.
Preferred Qualifications
The following qualifications are strongly desired of applicants seeking consideration for this position:
A Bachelor's degree or higher in Accounting, Finance, Business Administration, or closely related field.
Six (6) or more years of accounting or financial management experience.
Thorough operating knowledge of Enterprise Resource Systems and accounting/personnel systems such as SWIFT, Epicor, and SEMA4.
Knowledge of State policies and procedures related to fiscal contract management, data processing, fees, and inventory control.
Supervisory experience in a union environment.
