THE DEPARTMENTS
Adult Protective Services (https://www.ventura.org/human-services-agency/adult-protective-services/) (APS) is a state-mandated program that helps ensure the safety and wellbeing of elders and adults with disabilities.
In-Home Supportive Services (https://www.ventura.org/human-services-agency/in-home-supportive-services-recipients/) (IHSS) helps seniors with low incomes and people with disabilities (including children) stay in their own homes instead of moving to residential care facilities. Through In-Home Supportive Services (IHSS), help is available for qualified applicants to pay for support services, including light domestic help, non-medical personal care, and assistance to and from medical appointments.
Homeless Services (https://www.ventura.org/human-services-agency/homeless-services/) (HS) serves individuals and families experiencing or at risk of homelessness. Through services, individuals and families are connected to a network of agencies that provide health care, mental health services, drug and alcohol abuse treatment, temporary housing, and other benefits, including help in securing permanent housing.
The Public Administrator (https://www.ventura.org/human-services-agency/public-administrator-public-guardian/) (PA) i nvestigates and administers the estates of persons who die with or without a will or an appropriate person willing or able to act as the administrator. The Public Administrator only becomes involved when there is no one else with higher authority to administer the decedent's estate. The Public Administrator's functions include searching for existing family members, identifying heirs, making burial arrangements, securing estate assets, and arranging for the payment of debts, sale of personal and real property, and distribution of assets.
The Children and Family Services (https://www.ventura.org/human-services-agency/child-protective-services/) (CFS) department is dedicated to helping families protect children from harm, safeguarding children who have been abused or neglected, and ensuring that children have safe and permanent homes. CFS works with families and community partners to prevent, respond to, and reduce child abuse, neglect, and exploitation. The primary focus is to protect children by strengthening families.
THE POSITION
Under immediate (I) or general (II) supervision, assists professional staff in providing indirect and direct case and program related services in various human service program areas including but not limited to: Children and Family Services, Adoptions, Foster Care, Adult Protective Services, Homeless Services, and Public Administrator.
Case Aides within Adult Protective Services, In-Home Supportive Services, and Homeless Services are assigned to various programs and work in the field, directly with clients, transporting clients to medical, court, or other appointments, and delivering critical resources. Depending on the assignment, Case Aides may make home visits, participate in outreach, orientations and workshops, and work in a variety of environments such as office, field, community, court, and facilities.
CFS Case Aides are often used to transport children to and from supervised and monitored visitation with their families, as well as to court hearings or other appointments. They also participate in family meetings and frequently collaborate with social workers, families, children, resource/care families and community professionals to ensure that a child's needs are being met. Case Aides may be assigned to support specific CFS units such as Family Preservation, Permanency, or Court Services. Experience gained while serving as an Case Aide in CFS (with requisite education), is one of the county established paths to Child Welfare Social Worker. CFS is committed to providing opportunities for learning and career growth. Through training and experience, Case Aides develop their communication and interpersonal skills and become adept at coaching and motivating families; these skills are integral to social work case management. Case Aides in CFS work in a variety of environments including office, field, community and court.
DISTINGUISHING CHARACTERISTICS
The Case Aide classification series is distinguished from other classifications in that the focus is on the provision of support services rather than direct responsibility for case management. Each level in the series is distinguished by scope of independence and responsibility.
Case Aide I is the entry-level classification in the series. The emphasis at this level is on learning procedures and policies related to program related services. Initially, under immediate supervision, incumbents perform the more routine duties while learning County policies and procedures, and becoming familiar with a variety of department systems and practices. As experience is gained, duties become more diversified and are performed under more general supervision. Incumbents at this level are expected to work progressively toward competency as a Case Aide II after one (1) year.
Case Aide II is the experienced/journey-level classification in the series, fully competent to independently perform the assigned duties. Incumbents at this level are expected to perform their duties with relative independence by applying their working knowledge of program related regulations, policies, and procedures, and referring only non-procedural questions to their supervisor.
APPROXIMATE SALARIES
Case Aide I: $21.00 - $26.04 per hour
Case Aide II: $21.44 - $28.60 per hour
WHAT WE OFFER
The County of Ventura offers an attractive compensation and benefits package that includes:
Merit Increases - New employees are eligible for an initial 5% merit increase within the pay range upon completion of at least 1,040 hours (approximately 6 months) assuming work meets satisfactory standards. Subsequent merit increases within the pay range will be upon completion of each additional 2,080 hours (approximately one year) from the initial merit increase.
Educational Incentive - An educational incentive of 2.5% for completion of an associate's degree, 3.5% for completion of a bachelor's degree, OR 5% for completion of a graduate degree.
Bilingual Incentive - Based on agency need, proficiency levels by exam are $.69 per hour (Level I), $1.00 per hour (Level II), or $1.32 per hour (Level III).
Flexible Workweek/Telework Schedule - We support work life balance by offering compressed work (e.g., 9/80 or 4/10 workweek) and remote hybrid telework schedules for most positions subject to organizational needs and satisfactory performance.
Vacation Accrual - New regular, full-time employees shall accrue approximately 14 days of vacation a year for the first 10,400 hours or 5 years of service; vacation accruals increase at 5, 11, 12, 13, 14, 15 and 20 years of service topping out at 26 days a year and 400 hours of vacation hours banked.
Annual Leave Redemption - After 14,560 hours of continuous County service an employee may elect to "cash in" or redeem up to 80 hours of vacation accrued in the same year after using 80 hours of vacation in the preceding 12 months.
Sick Leave - Full time regular employees accrue 3.08 hours of sick leave per bi-weekly pay period with an advance at hire of 40.04 hours which will be balanced at the completion of 13 bi-weekly pay periods.
Deferred Compensation - Eligible to participate in the County's 401(k) Shared Savings Plan and/or the Section 457 Plan. This position is eligible for up to a 3.00% match on your 401(k) contributions.
Health Plans - Full time employees are given a flexible credit allowance of up to $ 25,558 annually to offset the purchase of medical, dental, and/or vision insurance for you and your dependents.
Employee only - $509 per biweekly pay period
Employee plus one dependent - $779 per biweekly pay period
Employee plus family - $983 per biweekly pay period
Flexible Spending Accounts - Pre-tax benefit towards eligible medical, dental and vision care and/or dependent care expenses.
Pension Plan - Participation in the County's defined pension plan, which has reciprocity with CalPERS.
Holidays - 12 paid days per year which, includes a scheduled floating holiday.
Additional Benefits - Tuition Reimbursement, Disability Plans, Employee Assistance Program, Life Insurance, Wellness Program.
Examples Of Duties
Duties may include, but are not limited to, the following:
Answers phone, in-person, and electronic inquiries, and explains agency/program policies to individuals and/or groups; receives and reviews requests for service; provides information and referral to appropriate agency, community, and governmental resources.
Refers, schedules and coordinates access to appropriate services.
Utilizes Microsoft Office and a variety of proprietary and other electronic and computer systems to communicate and perform daily tasks.
Assists with the planning and participation of group presentations, workshops, and program events.
Supervises or monitors clients and visitors during case manager approved activities such as quality family visitation.
Participates in field work assignments, including but not limited to, providing transportation to clients to facilitate provisions of services; accompanies and/or otherwise assists in monitoring health and safety issues as assigned.
Presents oral and written testimony for Superior Courts, including dependency court, family court, and/or criminal court.
Sets-up and maintains case files, records, and other documentation.
Assists clients with completion of forms; conducts initial or follow-up interviews; enters client data into hard copy and/or electronic records.
Maintains written and/or electronic records of contacts, communication, attendance, behaviors and responses; may provide information regarding case contact at team meetings and other case related reviews; provides liaison between clients, social workers and agency staff.
Completes and submits notices, forms, program reports; performs routine clerical duties including reception, copying, filing, and data entry.
Escorts children to County Jails and California Correctional facilities for visitations; and dependent adults to court hearings.
Performs other related duties as required.
Case Aide I/II is represented by the Service Employees International Union (SEIU) and is eligible for overtime compensation.
Typical Qualifications
These are entrance requirements to the exam process and assure neither continuance in the process nor placement on an eligible list.
EDUCATION, TRAINING and EXPERIENCE
Any combination of education and experience which has led to the acquisition of the required knowledge and abilities. The required knowledge and abilities may be obtained by:
Case Aide I
Two (2) years of public or customer service experience in providing services to the general public.
Case Aide II:
Three (3) years of public service experience or one (1) year of experience equivalent to that of a Case Aide I.
Substitution: Fifteen (15) semester units of college course work in human services, psychology, counseling, child development, counseling, ethnic studies, communications, or a closely related field may be substituted for six (6) months of experience up to a total of two (2) years.
NECESSARY SPECIAL REQUIREMENTS
Some positions may require the possession of a valid California driver's license. Employees may be required to furnish their own vehicles for use on the job; however, authorized mileage will be reimbursed.
Some positions may require bilingual-Spanish certification within specified time frame for continued employment.
Some positions may require incumbents to work rotating shifts, weekends and holidays.
Some positions may require lifting and carrying up to 50 pounds with or without assistance.

WRITTEN EXAMINATION - 100%: An un-proctored, internet-based job-related written examination will be conducted to evaluate participating candidates' knowledge of Interpersonal Skills, Customer Service/Public Service, English Usage, Reading Comprehension, Public Human Services Office Practices, and Record Keeping and Forms Completion. Candidates must earn a score of seventy percent (70%) or higher to qualify for placement on the eligible list.
Candidates successfully completing the examination process may be placed on an eligible list for a period of one (1) year. The eligible list established from this recruitment may be used to fill present and future regular, temporary, fixed-term, intermittent, and extra-help vacancies.
NOTE: If appointed at the lower level, incumbent may be promoted to the higher level without further examination upon meeting the minimum requirements, demonstrating satisfactory performance, and in accordance with the business needs of the department.
VALIDATING PROCTORED WRITTEN EXAM : Offers of employment may be conditional to the candidate until taking and passing an on-site, proctored exam similar to the un-proctored, internet-based exam.
