What Success Looks Like In This Job
The mission of the District Attorney's Office is to keep the community safe and to make the criminal justice system better through the fair and ethical prosecution of criminal offenders, while seeking justice for victims of crime.
The Chief Investigator works under the direction of the District Attorney and Assistant District Attorney(s). The Chief Investigator manages the Investigations Unit for the District Attorney's Office including planning, directing, organizing, coordinating, and supervising the overall activities of investigations for the District Attorney; develops and implements policies and procedures related to a wide range of criminal investigations; and performs related work as the lead law enforcement representative in the 17thJudicial District.
Examples of Duties for Success
Review and assign investigative requests made by attorneys and other personnel; allocate resources based on prioritization and equitable distribution of assignments; regularly meet with Investigators and other personnel to review status of cases and assignments; facilitate completion of investigative projects as assigned or designated by the District Attorney and other personnel.
Maintain a strong understanding of criminal and procedural legal standards and investigative knowledge; monitor and review all casework conducted by Investigators to ensure compliance with Unit standards and revise or amend as necessary to improve case filing requirements.
Perform administrative duties and day to day functions in support of the Investigations Unit; handle calls from the public regarding alleged criminal activity; advise the public on aspects of criminal law and investigations; determine whether an alleged complaint should be handled internally or referred to another identifiable agency (e.g., police department or government authority); handle personnel issues such as performance reviews and internal complaints.
Attends various professional and task force meetings as a representative of the Office of the District Attorney; prepares written narrative reports to keep affected Unit personnel advised of trends and developments in respective areas; acts as liaison between groups and unit personnel.
Formulates and implements unit standards, policies and procedures; interprets, enforces, and coordinates policies and procedures relating to the investigative activities of the unit; makes reports and recommendations to the District Attorney; may assist the District Attorney in developing new methods and policies regarding investigative matters. Identifies operational problems and formulates appropriate solutions; revise reporting/case forms as necessary to enhance investigative practices and case filing.
Administers all office firearms policies, including assignment of firearms and related equipment. Responsible for seeing that all employees who are required to be qualified on the use of firearms are current.
Performs special investigations or projects as assigned by the District Attorney. Coordinates complex investigation related to the prosecution of criminal cases. Assists prosecutors with a wide variety of criminal and intelligence gathering investigative activities including collecting, preparing, and presenting physical evidence in court; advises prosecutors on trial strategy; testifies in court as an expert on criminal investigative matters.
Coordinates District Attorney's Office response and serves as the point of contact to local law enforcement agencies in relation to investigations conducted by the Critical Incident Review Team (CIRT); handles administrative matters related to the District Attorney's review of all CIRT investigations; serves in an "on-call" capacity for officer-involved shootings and other after-hour crime investigations, as needed.
Identifies, analyzes, compiles, and maintains statistical data or relevant facts necessary for budgetary preparation, grants, or for other needs as identified, such as recommendations on personnel and equipment needs.
Evaluates investigative personnel; makes recommendations to the District Attorney on recruitment, hiring, promotions and discharge of investigative personnel; develops and institutes training programs for investigators.
Reviews, monitors, and approves investigative reports used for the evaluations and prosecution of criminal cases.
Reviews and evaluates performance of personnel in the Investigations Unit, to include making recommendations as to the hiring and termination of investigative personnel
Manages the development and maintenance of the Unit training function to ensure that Investigations' personnel receive proper training and instruction; reviews training records and classes that are offered to ensure that training is provided in needed areas; instructs on the use of firearms.
Functions as the District Attorney's POST point of contact and ensures that all new and existing POST rules and compliance matters are fulfilled.
Coordinates and maintains personal security of the District Attorney and staff; oversees all security matters for the District Attorney's office buildings and notifies employees of office closures through internal notification system; coordinates area security with appropriate law enforcement entity.
Responsible for general fleet maintenance and vehicle assignment/distribution, including but not limited to logging relevant vehicle data and keeping vehicles properly registered and maintained.
Supervisory Responsibilities
The Chief Investigator provides direct supervision of Senior Investigators, Investigators, Administrative Assistants, and other assigned personnel within the Investigations Unit; ensures appropriate staffing and allocation of resources for various investigative tasks for the District Attorney; reviews and assigns investigative tasks to personnel; monitors and reviews all casework conducted by Investigators to confirm accuracy, completeness, and compliance with Unit standards.
To be successful, our ideal candidate should have the following knowledge, skills and abilities:
Knowledge of principles, methods, and techniques of criminal investigation, including collection, preservation, and presentation of evidence, basic identification techniques, interviewing and interrogation techniques.
Fundamental understanding of the laws of arrest, search and seizure, rules of evidence, and courtroom procedures, along with knowledge of the investigative techniques available for a variety of crimes, including complex financial crimes. Ability to prepare and execute reports and affidavits related to the collection of evidence and filing of criminal cases.
Knowledge of principles and practices of supervision and training.
Ability to supervise, train, and evaluate the work of subordinate staff.
Ability to prepare and give presentations on the division's activities, functions and issues.
Ability to communicate effectively orally and in writing.
Ability to exercise appropriate judgment in answering questions and releasing information; analyze and project consequences of decisions and/or recommendations.
Qualifications for Success
Certification as a Colorado Peace Officer and meeting all current requirements as defined by the Peace Officer Standards and Training (POST).
Extensive knowledge of criminal law and criminal procedure, law enforcement principles, use of force techniques, policies and procedures applicable to the 17thJudicial District of Colorado.
A valid Colorado Driver's License, which must be maintained throughout employment.Ten (10) years of experience in law enforcement, including investigative responsibilities on criminal cases, along with a minimum of four (4) years of experience at a management level, or equivalent combination of training and experience which provides the required skills, knowledge, and abilities.
Prior experience working in a District Attorney's Office is preferred.
Must be able to meet qualification standards at the shooting range.

Ability to tolerate exposure to the elements; ability to climb, stoop, crouch, kneel, and stay on feet for extended periods of time; ability to lift and move objects weighing up to 50 lbs.; ability to operate office and investigative equipment including computers, telephones, calculators, copiers, FAX machines, still and video cameras and audio/visual recording equipment.
Education:
Bachelor's degree, or the equivalent combination of education, training, and experience which provides the required skills, knowledge, and abilities.
Work Environment:
Work is generally performed in an office or courtroom setting, although there will be occasions where interactions occur outside the office with defendants, victims, witnesses, and the public. There will also be occasions where field work is necessary, resulting in potentially hazardous situations. This position requires routine on-call responsibilities and extended work hours.
