JOB SUMMARY : This role is responsible for managing the intake process for IT project requests submitted by business stakeholders as well as vetting purchases and contracts to ensure they meet legal and procurement requirements before processing. The successful candidate will leverage their strong background in IT, particularly in software and digital transformation initiatives, to evaluate project feasibility, alignment with enterprise architecture, and adherence to established IT governance processes. This position focuses on early-stage project shaping, process oversight, and ensuring organizational and regulatory compliance.
PRIMARY DUTIES & RESPONSIBILITIES :
· Project Intake & Review
o Act as the first point of contact for business stakeholders submitting IT project requests.
o Review project submissions to assess completeness, technical feasibility, and alignment with IT strategy.
o Collaborate with enterprise architects and technical leads to validate technology choices and integration implications.
· Process & Governance Oversight
o Ensure all project requests comply with internal IT governance frameworks, security protocols, and regulatory standards.
o Work with internal governance committees or boards to present projects for prioritization or approval.
o Maintain accurate and timely documentation for all reviewed projects in accordance with audit and compliance requirements.
· Stakeholder Communication & Facilitation
o Facilitate meetings with stakeholders to refine project scopes, clarify requirements, and outline expected IT involvement.
o Serve as a liaison between business units and IT to align expectations and communicate process timelines and outcomes.
o Serve as the primary IT contact for reviewing project requests and technology proposals submitted by agency stakeholders.
o Assess technical feasibility, strategic alignment, and clarity of scope for incoming IT project requests.
o Engage IT architects, engineers, cybersecurity teams, and operations to validate solution integrity and compatibility with enterprise systems.
Governance & Compliance Facilitation
o Ensure all project requests comply with internal IT governance frameworks, enterprise architecture standards, and applicable technology policies.
o Prepare projects for formal review by internal governance boards or steering committees as required by project scale or impact.
o Support documentation of funding justifications, risk assessments, and policy compliance as part of the intake package
· Continuous Improvement
o Identify opportunities to improve the project intake and evaluation process.
o Assist in developing guidelines, templates, and training materials to support business users in submitting high-quality project requests.
MINIMUM QUALIFICATIONS
The selected candidate must meet the advertised minimum qualifications to include State Entry Qualifications as well as Agency Specific Qualifications
STATE ENTRY QUALIFICATIONS:
Associate degree in a related field managerial or supervisory role; or one (1) year at the lower level Mgr 2, Transport Specialist (TRM03) or position equivalent.
AGENCY SPECIFIC QUALIFICATIONS:
· Bachelor's degree in Information Technology, Business Administration, Communications, or related field.
· 5+ years of experience in IT project management.
· Solid understanding of IT governance, software development lifecycles (SDLC), and regulatory compliance (e.g., data privacy, cybersecurity standards).
· Demonstrated strong leadership skills, with previous experience motivating and guiding others toward accomplishment of office/department goals.
· Exceptional communication and facilitation skills across technical and non-technical audiences.
· Deep analytical skills to prioritize teams work, quantify project costs and benefits and make trade-offs while implementing information systems.
· Possesses strong written and oral communication skills with the ability to express ideas and facts to groups and individuals effectively.
· Demonstrated experience identifying and solving problems and apply innovative solutions to make organizational improvements
· Committed to providing quality customer service
PREFERRED QUALIFICATIONS:
· Experience with enterprise project portfolio management (PPM) tools.
· Familiarity with project management methodologies, including PMI, Agile, or Scrum.
· Familiarity with frameworks such as COBIT, ITIL, or PMBOK
· Experience working within or alongside public sector or regulated industries.
