The Director of Finance and Administration is a member of the Vice President for Research and Economic Development (VPRED's) executive team and provides division-wide coordination and supervision across most functional areas pertaining to administration and procedure development and implementation, as well as planning, specifically in fiscal management and human resources. The successful candidate will be responsible for the development, execution, maintenance, and oversight of the VPRED's operating budget as well as daily management, administration, and reconciliation of budget allocations and account activity (State; IFR; RF; UAF; UAS). The successful candidate reviews Division-wide State and RF human resources submissions for approval; reviews and approves MOUs; manages bridge funding, matching funds, faculty retention, course release, director stipends and other funding researcher needs. The candidate reports to the VPRED; collaborates with all VPRED direct reports; advises/mentors' financial managers in all units reporting to the VPRED and works with all research active schools and colleges across campus.
Primary Responsibilities:
Develops and manages an annual financial plan to reflect a multimillion budget of all funds (State; IFR; RF; UAF; UAS) allocated to the Office of the Vice President for Research and Economic Development as well as across the Division.
Develops and submits the VPRED Office IFR spending plans; reviews and approves IFR spending plans submitted by all units reporting to the VPRED.
Manages, monitors, and maintains fiscal and personnel activities for the Division for Research and Economic Development.
Oversees faculty/director start-up accounts.
Manages and oversees requests for incentive funding -- cost sharing; bridge funding; retention funds -- determining appropriate funding sources based on availability and in collaboration with the Office of Financial Management and Budget.
Prepare periodic financial reports and as requested.
Mentors/advises financial managers and administrative staff, in units reporting to the VPRED, on how to best meet their respective unit's needs.
Coordinates, reviews and approves division-wide paperwork for personnel appointments/hires, change in appointments.
Review travel requests.
Assists units reporting to the VPRED in the administration of searches.
In collaboration with the VPRED analyze and implement the Division's discretionary salary pool, as well as the financial requirements for promotions, discretionary increases, and employee retention. Coordinates and administers the Division's UUP and MC discretionary increases and essential employee assignments.
Oversee and maintains effective ways of assessing and responding to interdivisional data needs pertaining to fiscal/personnel matters, including coordination of offer letters to directors/faculty.
Serves as a general administrative resource to the VPRED and unit directors on human resource and financial matters; supports all directors reporting to the VPRED, as needed.
Advise on the oversight of the internal award process, e.g. FRAP, Conference/Journal, Graduate and Undergraduate awards and financial allocation.
Serves as the Division's IT liaison with UAlbany IT administration; reviews and approves requests for network; PeopleSoft, Business Intelligence, and SUNY RF Report Center access.
Provides guidance and administrative support to units reporting to the VPRED for the development of contracts and agreements with the Research Foundation and State; reviews and approves State MOUs prior to submission.

Job Requirements:
Minimum Qualifications:
Bachelor's degree from a college or university accredited by a U.S. Department of Education or an internationally recognized accrediting organization.
Minimum of seven (7) years of progressively responsible experience in financial management, budgeting, or a related administrative role.
Demonstrated experience managing complex, multi-source budgets.
Experience interpreting and applying policies and procedures related to fiscal management and human resources.

Preferred Qualifications:
Master's degree in business, accounting, management, or related field from a college or university accredited by the U.S. Department of Education or an internationally recognized accrediting organization.
Greater than Seven (7) years of professional experience in higher education fiscal and administrative management.
Experience working in a higher education or research-intensive environment.
Experience with SUNY policies and procedures related to budgeting, accounting, purchasing, and human resources.
Working Environment:
Typical office environment in University Hall, the University's administrative building.
Additional Information:
Professional Rank and Salary Range: M/C, Director (MP3), $120,000-$135,000
