PROJECT MANAGER
DEPARTMENT OF HOUSING
Bureau of Homeownership Programs-Single Family Development

Starting Salary: $89,112

Reporting to the Deputy Commissioner, the Project Manager for Single Family Development coordinates and executes the goals and priorities for single family development and homebuying initiatives; coordinates closely with the Department of Planning and Development, the Department of Law, the Cook County Land Bank Authority (CCLBA) and the single-family development community. Identifies and engages developers and the nonprofit community to develop new and rehabbed single-family homes for homeownership and/or economic development initiatives.
ESSENTIAL DUTIES:
· Manages the Dept. of Housing Single-Family (SF) development programs and their implementation.
· Supervises Single Family development staff with recommendations regarding development proposals, financial models and repair specifications.
· Reviews developers' financial statements and make appropriate recommendations to DOH Senior Staff regarding Single Family applications.
· Reviews and approval of DOH Internal Project Review (IPR) presentations.
· Assists the City of Chicago Department of Law (DOL) and their respective attorneys to coordinate the Redevelopment Agreements (RDA) and/or Negotiated Sales for Affordable Housing required for the land sale to build affordable housing and other lien encumbrances that bind their respective federal and city funding requirements (CDBG, HOME, TIF, HED Bonds etc.) for each newly SF constructed home for sale.
· Coordinates land sales with Dept of Planning and Development Land Resources Division thorough their land sales platform (Chi Block Builder).
· Attend meetings (internal and external) on behalf of DOH and introduce projects at the Real Estate Committee for City Council review/approval.
· Reviews land disposition and development activities with Alder to secure their endorsement and to ensure that they are performed in compliance with appropriate city, state and federal laws and guidelines.
· Develops new or revises existing single-family development programs and/or program guidelines
· Make recommendations regarding the City's participation in private development projects/land sales to stimulate investment in targeted areas.
· Meets and works with developers, their agents, and Title Co. staff as needed to review DOH closing requirements and provide "clear to close" for Single Family development projects.
· Conducts meetings and/or telephone training with various levels of development staff, and their attorneys, to provide them with the specific requirements for the City/DOH to support a closing request for each Redevelopment Agreement (RDA)
· Secures input from lending institutions when appropriate on MSRA and/or Affordable resale covenant documents to ensure it meets lending underwriting criteria for first mortgage loans that can be issued for eligible homebuyers.
Additional duties may be required for this position.
Location: City Hall, 121 N. La Salle St., 10th Floor
Days: Monday - Friday (occasional weekends will be required)
Hours: 8:30 am to 4:30 pm (occasional evenings will be required)

Qualifications:
MINIMUM QUALIFICATIONS:
Education, Training, and Experience :
Nine (9) years of work experience in project management or program coordination, OR
Graduation from an accredited college with an Associate's degree PLUS seven (7) years of project management or program coordination work experience, OR
Graduation from an accredited college or university with a Bachelor's PLUS five (5) years of project management or program coordination work experience, OR
Graduation from an accredited college or university with a Master's degree or higher PLUS four (4) years of project management or program coordination work experience.
Licensure, Certification, or Other Qualifications
Project Management Professional (PMP) or other project management certifications preferred
