THE POSITION
We are looking for a passionate and driven Fiscal Programs Trainee to become part of our vibrant Fiscal team within the Pennsylvania Emergency Management Agency. This entry-level role involves participating in a comprehensive twelve-month training program, where you will support counties, municipalities, and non-profit organizations in their recovery efforts following federally declared disasters. DESCRIPTION OF WORK
In this position, you will gain experience in auditing payment requests and final claim documentation from subrecipients, assessing eligible payment amounts, and preparing invoices that accurately reflect both federal and non-federal cost shares. You will also develop the ability to process non-purchase order invoices for subrecipient payments and ensure that invoices are monitored for timely payment. Additionally, you will provide technical and audit support to applicants, subrecipients, community leaders, and other stakeholders regarding documentation requirements, funding for disasters and non-disasters, and relevant fiscal policies related to public assistance. Successful completion of the twelve-month probationary period will lead to a promotion to Fiscal Management Specialist 1.

Work Schedule and Additional Information:

Work hours are 8:00 AM to 4:00 PM, Monday - Friday, with a 30-minute lunch.
In the event of an emergency/disaster situation or training exercise, this position may be required to travel, work up to 12-hour shifts, and work outside of the normal work hours, including weekends and overnights.
Telework: You may have the opportunity to work from home (telework) part-time, upon successful completion of a training period. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg.
Salary: Selected candidates who are new to employment with the Commonwealth of Pennsylvania will begin employment at the starting annual salary of $45,907 (before taxes).

QUALIFICATIONS
Minimum Experience and Training Requirements:
Four years of experience in bookkeeping work which included twelve (12) credits in accounting ; or
A Bachelor's Degree including twelve (12) credits in accounting ; or
Any equivalent combination of experience and training which includes twelve (12) credits in accounting.
Applicants will be considered to have met the educational requirements once they are within 3 months of graduating with a qualifying degree/credits.
