About this Job
This vacancy is located in the Office of Management & Finance/Information Technology Division and will be filled by promotion only with a current permanent employee of the Department of Insurance.
Minimum Qualifications
Seven years of experience in information technology; OR
Six years of full-time work experience in any field plus five years of experience in information technology; OR
An associate's degree in information technology plus five years of experience in information technology; OR
A bachelor's degree plus five years of experience in information; OR
A bachelor's degree with twenty-four semester hours in an information technology, computer science, engineering, mathematics, or business analytics field plus four years of experience in information technology; OR
A master's degree plus four years of experience in information technology.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.
NOTE:
A certification in an approved area may be substituted for the education and/or experience requirements at the time of hire or promotion, provided the appointment is made from a Certificate of Eligibles.

Job Duties and Other Information
Job Duties:
At this level, incumbents serve as a second-line manager and primary assistant to an IT Administrator. Assists in the administration of the information technology division by directing subordinate managers in operations and personnel matters. Serves in the absence of the administrator as necessary.
Assists the administrator in strategic planning and budget projections to meet the agency's goals and objectives through the provision of information technology services.
Ensures efficiency in operational performance of the division by managing work assignments, mitigating areas of concern, and providing recommendations to the administrator.
Drafts policies and procedures for the division, as well as for agency personnel relative to the use of technology.
Tracks legislation, assesses impacts of proposed legislation, and provides recommendations to the administrator relative to the division.
Conducts staff meetings and conferences with division personnel to discuss operations, organizational concerns, budgetary matters, personnel matters, technical concerns, and the status of programs and projects.
Confers with the administrator and subordinate managers to implement information technology services that meet the agency's operational needs. Manages the selection, purchase, delivery, and implementation of information technology resources and services.
May present to legislative committees, as well as to other groups about the agency's information technology functions. Networks with counterparts in other states to stay abreast of industry best practices and trends.
