This position is located at DFAS Columbus only. GS-11 salary range is $77,154 - $100,295. GS-12 salary range is $92,475 - $120,222. Responsibilities Manages, directs and executes Defense Agencies financial accounting operations for customers including the development of policies and procedures unique to each customer in an environment of constantly changing priorities and missions. Provides technical interpretation on DoD and DFAS regulatory and administrative guidelines in accordance with generally accepted principles relating to finance and accounting operations. Conducts analysis to determine the effectiveness of operations, compliance with established policies and procedures, reliability of transactions and validity of supporting documentation. Identifies actual and potential problem areas and develops actions to improve operations, correct deficiencies and resolve all discrepancies, differences and problems posed by internal and external sources. Develops an effective implementation of Standard Operating Procedures (SOPs) and ensures that training needs are planned and implemented on a timely basis. Supervises subordinate employees and coordinates initiatives by providing guidance and technical advice. For vacancies filled at less than the full performance level of the position, duties will be developmental in nature. Requirements Conditions of Employment Qualifications Qualified applicants must possess one year of specialized experience equivalent to the next lower grade (GS-09 for GS-11 level and GS-11 for GS-12 level) in the Federal service, which demonstrates the ability to perform the duties of the position. For GS-11: Specialized experience at the GS-09 grade level is defined as: analyzing financial and accounting operations to recommend process improvements; monitoring and evaluating financial systems to identify weaknesses and ensure compliance with internal controls; and analyzing the impact of applicable laws and regulations on policies, operations and systems to provide recommendations on finance/accounting operations. For GS-12: Specialized experience at the GS-11 grade level is defined as: analyzing financial and accounting operations to recommend process improvements; monitoring and evaluating financial systems to identify weaknesses and ensure compliance with internal controls; conducting reviews of financial policies, guidelines, data and documents in order to analyze the impact of financial legislation on finance/accounting operations; analyzing and evaluating operation reports from financial systems; and providing recommendations to management on improving finance/accounting operations. GS-11 Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-09 or higher grade in Federal Service. GS-12 Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-11 or higher grade in Federal Service. You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement. Education GS-11 Substitution of Education for Experience: Three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree may be substituted to meet the specialized experience requirement. Equivalent combinations of successfully completed higher-level graduate level education and experience may be used to meet total experience requirements.
