Summary
Under the direction of the Finance Director or his/her designee, this position is responsible for aiding the Finance Department with ongoing enterprise and information systems and process implementation and maintenance. Specifically, providing systems support, configuration, problem resolution, business analysis, process improvement, workflow optimization, change management, and customer support to users and stakeholders. In coordination with the Innovation and Technology Department, plans, designs, configures, implements, monitors, maintains, and optimizes financial enterprise and information systems, databases, collaboration platforms, and cloud enterprise systems. Implements strategies and systems to enhance operations and customer satisfaction. Manages staff assigned to system projects to ensure timely completion and execution. Exercises considerable initiative and independent judgment under the general supervision of the Finance Director.
Job Duties and Responsibilities

Performs business process evaluations, improvement plans and IT technology solutions planning and analysis as it relates to any Finance Department enterprise and information systems. Analyzes existing financial processes to identify bottlenecks, and areas for improvement. This includes process mapping to support change management for stakeholder and provide training to ensure smooth.
Assists the Finance Department to customize and configure the Infor CloudSuite ERP Software package and any other financial enterprise and information system.
Customizes and configures the city's financial enterprise and information systems in coordination with the Innovation and Technology Department.
Assists department staff in meeting project team goals and objectives as it relates to the Department's enterprise and financial systems.
Trains City staff on the different financial enterprise and information systems and develops user documentation and guides.
Evaluates the technology needs of the Finance Department and makes recommendations to ensure effectiveness.
Analyzes the efficiency of all enterprise and information systems used by the Finance Department and proposes improvements.
Communicates with users, vendors, and manufacturers, as needed, to resolve technical and business problems. Reviews, analyzes, and evaluates business needs and user requirements. Creates functional design and technical specifications.
Works closely with other subject matter experts to ensure data integrity, testing of system changes, report writing and analyzing data flows for process improvement opportunities during the implementation.
Troubleshoots and resolves system problems. Conducts scheduled maintenance tasks in coordination with the Innovation and Technology Department.
Performs other related tasks as required.
Qualifications
Bachelor's and/or Master's Degrees(s) with major coursework in Accounting, Finance, Business Administration (or) Human Resources (or) Information Technology.
Five (5) years of experience implementing and/or supporting large scale ERP systems (e.g.,, Infor, SAP, PeopleSoft, Lawson, Kronos, Oracle, Workday) to include but not limited to: organization change management, setup, configuration, customization of the ERP application.
Five (5) years of experience creating technical design documents based on functional design.
Five (5) years of experience working with interfaces and reports.
Five (5) years of experience with workflow automation, interfaces, and integration.
Any appropriate combination of relevant education and/or work experience will be considered.
Valid Florida Driver's License.
HOLIDAYS: 15 days including 3 floating days.
SICK LEAVE: 110 hours annually.
ANNUAL LEAVE: 94 hours in the first year of employment, increasing up to 210 after 25 years. Employees must take 40 hours of annual leave each year.
BEREAVEMENT LEAVE: 5 or 10 days for the death of a family member in accordance with the City's Personnel Rules & Regulations.
HEALTH INSURANCE: Fully paid by the City (HMO Select). Coverage becomes effective 1st of month following 30 days. Employee may purchase coverage for eligible dependents at a cost of approximately 50% of the premium.
DENTAL INSURANCE: Available at a cost to all employees through payroll deduction.
LIFE INSURANCE: Term Life and Accidental Death and Dismemberment equal to 1 x annual salary (up to $200,000) fully paid by the City.
VOLUNTARY BENEFITS: Several plans are available, such as Short Term Disability, Life Insurance and Critical Illness policies through payroll deductions.
LEGAL SERVICES: Legal Service plan available at a cost to all employees through payroll deductions.
POST EMPLOYMENT HEALTH PLAN (PEHP): The City deposits $950 annually into an individual account for each employee. Monies may be used to pay premiums or medical expenses after retirement.
DEFERRED COMPENSATION: Employees may defer a portion of their pre-tax salary in the 457 Deferred Compensation Program.
TUITION REIMBURSEMENT: $2,000 per semester ($6,000 maximum annually) as per the City's Rules and Regulations.
CELL PHONE: Cell phone provided at a monthly cost of $20.00, if required by department.
RECREATIONAL USE: Employee, spouse and immediate family members seventeen (17) years of age and under are entitled to the benefits below:
Venetian Pool - No charge for daily admission.
Tennis Centers - No charge for daily court fees
Youth Center - 50% off residential rates for memberships and 25% off camps and other programs.

PENSION:
City Retirement Plan - Mandatory employee contribution of 10 % of salary; Vesting period is 10 years.
OR
Defined Contribution - 401a - Contribution by City of 7% of employee base annual salary. Vesting period 5 years. Employee not required to contribute.
