Duties Description The New York State Department of Financial Services seeks to build an equitable, transparent, and resilient financial system that benefits individuals and supports business. Through engagement, data-driven regulation and policy, and operational excellence, the Department and its employees are responsible for empowering consumers and protecting them from financial harm; ensuring the health of the entities we regulate; driving economic growth in New York through responsible innovation; and preserving the stability of the global financial system.The Department of Financial Services is seeking candidates for the position of Program Research Specialist 4 (Economics Finance), SG-27 in the Consumer Examinations Unit (CEU). Duties include, but are not limited to, the following:- Supervises, trains and advises junior team members; - Participates in designing the focus for CEU's data inquiry for fair lending examinations under the direction of CEU leadership;- Requests enhanced data from NY state lenders to facilitate routine and targeted fair lending examinations;- Tests the accuracy, integrity and consistency of data received from institutions;- Transfers data between applications, including converting from different formats and geocoding for further analysis, including mapping analysis;- Develops, manipulates, and maintains data files using commercially available software (i.e., MS Excel, MS Access, Fair Lending Wiz, MapInfo);- Develops statistical models, including random sampling methods, to determine and identify potential discriminatory practices;- Presents initial, interim, and final results of data analysis in a manner accessible to non-technical audiences, including Department staff and industry representatives;- Analyzes exam findings with Fair Lending Specialists and examiners to determine whether patterns of discriminatory practices exist;- Discusses software tools employed by the examination staff with the Department's federal regulatory peers and maintains a working dialogue with them about statistical models utilized to ensure interagency coordination; - Streamlines data processes across the unit, as needed; and- Other duties as assigned.
Minimum Qualifications Preferred Qualifications- Demonstrated supervisory experience.- Proficiency in data analytical tools such as: MS Access, MS Excel, CRA Wiz, Fair Lending Wiz, MapInfo.- Knowledge of Consumer Compliance Fair Lending and Consumer Reinvestment Act regulations and examination requirements.- Demonstrated strong quantitative, analytical and communication skills.Appointment Method: Minimum Qualifications: One year of permanent service as a Program Research Specialist 2 (Economics Finance).Non-Competitive Promotion (NCP): In accordance with Section 52.7 of the Civil Service Law, if the number of qualified candidates who apply for the position is three or less, a permanent appointment can be made, at agency discretion, by non-competitive promotion of an applicant who meets the minimum qualifications.List Appointment: Candidates must be reachable on the Civil Service eligible list for 38-747010. Transfer: Candidates must have one year of permanent competitive service in a title eligible for transfer via Section 52.6 of the Civil Service Law.
