Job Description
The Department of Management (DOM), Division of Information Technology (DoIT) is seeking a Business Analyst (BA) and Quality Assurance (QA) Manager!
This role will oversee and inspire the BA and QA team. This critical role involves driving team performance, engagement, and professional development while strategically managing resource allocation to align with project priorities and product lines.
Key Responsibilities:
Lead and manage the Business Analyst and Quality Assurance team, ensuring high performance, engagement, and professional development.
Oversee resource allocation across state agency projects, aligning team members based on capacity, skills, and project priorities.
Monitor and evaluate team performance, conducting regular one-on-ones, coaching sessions, and performance reviews.
Foster a collaborative and accountable team culture, promoting continuous improvement and professional growth.
Lead the creation, maintenance, and continuous improvement of standardized Business Analysis and Quality Assurance methodologies, processes, and documentation templates across all departments and fusion teams.
Define and implement best practices for BA/QA, including adherence to tools, naming conventions, methodologies (Agile, Waterfall), test case standards, and documentation protocols to ensure consistency and quality across the organization.
Act as the enterprise-wide point of reference for BA and QA practices, providing guidance, governance, and support to ensure alignment with organizational standards and strategic goals.
Work closely with Product Owners, Project Managers, Executive Technology Officers (ETOs), and technical leaders to ensure business analysis and quality assurance efforts align with strategic goals.
Establish and clearly communicate initiative expectations, deliverables, and success criteria to ensure alignment and accountability across teams.
Actively participate in planning sessions, status meetings, and governance reviews, contributing to the continuous improvement of the product delivery lifecycle.
Develop and manage reporting processes to track BA/QA performance, including metrics related to project outcomes, defect detection, documentation completion, resource utilization, and backlog health.
Provide leadership with insights on team performance by analyzing data and highlighting trends, strengths, and areas needing improvement to support strategic decision-making.

Minimum Qualification Requirements
Graduation from an accredited four-year college or university and experience equal to six years of full-time professional work in information technology systems management which included two years of management experience in information technology;
OR
an equivalent combination of education and experience substituting the equivalent of six months of full time work experience in information technology for one year of the required education to a maximum substitution of two years;
OR
substitution of one year (thirty semester of equivalent hours) of graduate level course work in Computer Science or Management Information Systems for one year of the required work experience to a maximum substitution of one year;
OR
employees withcurrentcontinuous experience in the state executive branch that includes experience equal to thirty months of full time work as an Information Technology Specialist 4;
OR
employees withcurrentcontinuous experience in the state executive branch that includes experience equal to eighteen months of full time work as an Information Technology Specialist 5;
OR
employees withcurrentcontinuous experience in the state executive branch that includes experience equal to one-year full time work as an Information Technology Administrator 1.
