What is a Demand Management Program Manager?
A Program Manager for Demand-Side Management plays a critical role in supporting Central Hudson's clean energy initiatives aligned with New York State's Reforming the Energy Vision (REV) and Climate Leadership and Community Protection Act (CLCPA). This role focuses on developing and managing programs that reduce energy demand, enhance grid reliability, and support the transition to a cleaner, more flexible energy system.
This position manages Central Hudson's industry-leading portfolio of innovative demand-side initiatives, including demand response (DR), non-wire alternative (NWA), non-pipeline alternative (NPA), and Electric Vehicle Managed Charging (EVMC) programs. These initiatives deploy strategies such as load flexibility, electrification, and targeted energy efficiency to manage system constraints, reduce emissions, and avoid or defer traditional infrastructure upgrades which advance the Company's commitment to delivering cost-effective and sustainable solutions to the grid and our customers.
The Program Manager is responsible for the full lifecycle of these programs including design, planning, implementation, management, evaluation, and regulatory compliance. This includes cross-functional coordination with contractors, consultants, customers, other utilities, and state agencies such as the New York State Department of Public Service (DPS).
What does a Demand Management Program Manager do?
Lead the strategic design, delivery and performance tracking of DR, NWA, NPA, and EVMC programs
Oversee technical assessments and load reduction opportunities to support program design and system planning.
Conduct benefit-cost analyses and contribute to energy and financial savings computations.
Monitor program performance, identify enhancement opportunities, and ensure adherence to compliance and quality assurance protocols.
Research for innovative and cost-effective program measures and enhancements to offer best in class program performance and options to customers.
Prepare and support regulatory filings related to program authorization, reporting, shareholder incentives, and performance outcomes.
Provide support in developing budgets and performance metrics to ensure management and planning teams have access to up to date and accurate information.
Represent Central Hudson during regulatory proceedings, technical sessions, joint utility collaborations, and industry conferences.
Collaborate with implementation contractors and consultants to ensure successful program delivery and continuous improvement.
Contribute to customer outreach strategies and stakeholder engagement to advance program participation.
What does it take to be a Demand Management Program Manager?
Required:
Bachelor's degree in Engineering, Business, Mathematics, Energy, or a related field of study.
Proficient in Microsoft Office suite (e.g. Word, Excel, PowerPoint).
Strong analytical, organizational, and quantitative skills with high attention to detail.
Effective written and verbal communication skills, including the ability to present amongst internal and external stakeholders (e.g. industry conferences, joint utility working groups, Department of Public Staff).
Interpersonal skills, with the ability to build and manage relationships and collaborate across departments and outside partners.
Capable of problem-solving and thinking creatively to identify and implement innovative solutions.
Ability to multitask and adapt to shifting priorities.
Must be willing to occasionally work outside of standard business hours and travel outside the service territory for joint utility collaborations, industry conferences, technical workshops or in person collaboration with other utilities and the NYS Department of Public Service.
Demonstrate initiative, sound judgment, and strong work ethic.
Commitment to continuous improvement in program performance and customer experience.
A valid driver's license.
Preferred:
Experience with distributed energy resources (DERs), demand response, or energy efficiency
Background in regulatory, environmental or energy field.
Knowledge of the electric and gas utility industry.
Prior experience in program or operations management.
Advanced degree (e.g. Master's degree) or relevant professional certifications (e.g. Project Management Professional).
