This position is eligible for telework (https://mn.gov/mmb-stat/policies/1422-telework.pdf) for applicants who reside in Minnesota or in a bordering state, with supervisory approval and satisfactory performance. This position exists to manage and direct the Department of Human Services' Health Care Administration (HCA) so that public policy is developed, priorities are established, and programs are implemented in an integrated manner throughout the State. Major roles are strategic planning; managing operations, department-wide objectives; organizational evaluation and change; and support to DHS managers to assure continuous quality improvement and cost-effective state policies and programs.
Responsibilities include, but are not limited to:
Participate in DHS management as a member of the Commissioner's Executive Management Team to develop policies and strategic initiatives.
Provide managerial and administrative direction to HCA division directors and a total staff of approximately 700 people to ensure a positive and inclusive work culture, maximum efficiency of operations and effective use of resources.
Design and direct the development of legislative proposals and initiatives, oversee legislative technical assistance and coordinate HCA's legislative activities.
Develop and maintain ongoing relationships with external stakeholders.
Counsel and advise the Commissioner and/or Deputy Commissioner on administration related issues to support executive decisions that are aligned with DHS goals and objectives.
Minimum Qualifications

Five (5) years of managerial experience in health care policy analysis and program implementation and evaluation.
Demonstrated successful background working with Medicaid policy and service delivery systems.
Must be a mission-driven experienced leader who can embrace the vision and values of DHS, with proven experience as a progressive leader.
This position requires a high level of managerial and human relations skills and abilities including:
Demonstrated leadership, managerial, organizational and interpersonal skills.
Human relation skills sufficient to build networks of colleagues throughout the public sector; to effectively persuade; to deal effectively with complex and oftentimes, competing relationships and agendas; to build relationships with key partners, including tribes, counties, community organizations, and service providers; and to understand, develop, motivate, collaborate with, and lead others.
Experience working with diverse communities and a strong and clear commitment to equity and anti-racism.
Negotiation and conflict resolution skills sufficient to resolve differences and to influence the endorsement, acceptance and prioritization of agency positions and policies.
Communication skills sufficient to mobilize action to achieve organizational goals, coach and advise other program staff, facilitate meetings, make presentations, negotiate disputes, testify before the legislature, and represent the Department with external stakeholders.
Possess technical expert knowledge sufficient to plan, organize, direct, implement and explain complex programs and practices.This includes broad knowledge of human services and health care services issues, delivery systems, funding mechanisms, budgets, roles and authorities of federal, state and local government.
Possess thorough knowledge of the theory and practice of public and business administration and the practical uses of strategic planning.
Have leadership and delegation skills to effect desired changes within the organization. Good human relations and supervisory skills are also essential to this position.
