This position is EPA (exempt from the State Personnel Act).
The Finance Director performs complex, professional, and responsible managerial accounting and administrative work in developing, planning, organizing and executing the financial and budgeting activities of the North Carolina Global TransPark Authority. In this position you will be responsible for oversite and supervision of the budget, accounting, billing, purchasing, risk management, cash investments, and debt management. The fiscal responsibility includes supervising and participating in the preparation and analysis of the financial audit, federal and state regulatory financial reports, investment of funds, in addition to financial forecasting and analysis. Work is performed in accordance with GAAP, GASB, and GAS, North Carolina General Statutes, federal and state laws and regulations.
Knowledge, Skills and Abilities / Competencies
Applicants must submit an application that clearly reflects work experience that demonstrates the following:
Demonstrated experience with System Analysis Program (SAP), North Carolina Financial System (NCFS), and other accounting programs including Work Breakdown Structure (WBS) for special projects.
Demonstrated experience in the resolution of complex issues regarding accounting and financial functions; oversee all financial accounting and internal controls procedures; plans, directs, and coordinates all accounting functions for the NCGTP.
Demonstrated ability to develop and manage the NCGTP budget, including annual operating and capital budgets, grants and grant administration, special projects administration, and associated budget related matters.
Experience interpreting, analyzing and preparing monthly, quarterly and annual financial reports in accordance with GAAP, GASB and GAS; skill in organization, development, and presentation of financial information into report form utilizing Microsoft Word, Excel, and/or Power Point for the Executive Director, Finance Committee, and the NCGTP Authority Board.
Demonstrated ability to work independently, in a team-oriented environment, to manage staff, and adjust workload distribution as necessary to meet deadlines with positive results.
Additional Expectations:
CPA preferred.
Minimum Education and Experience Requirements

Bachelor's degree in accounting, business administration, finance or public administration or related discipline from an appropriately accredited institution and six years of progressively responsible experience or an equivalent combination of education and experience.
