Position Description
This is a non-Civil Service position announcement. The Choose How You Move (CHYM) Finance Manager is a member of the Mayor's Office CHYM team. This role provides financial oversight for the entire CHYM program, with a focus on high-quality, consistent, and streamlined execution. The CHYM Finance Manager reports to the CHYM Chief Program Officer. This role collaborates extensively with the Finance Department, NDOT, WeGo, the Planning Department, local utilities, and other Metro entities involved in CHYM implementation to coordinate financial elements of the program and reduce risks to on-time program delivery. Importantly, it will manage day-to-day financial needs of the collection and dissemination of CHYM revenue.
The successful candidate should possess the following:
Knowledge of the principles and practices of governmental budgeting and/or procurement.
Excellent communication, organization, and time management skills, with the ability to manage multiple tasks.
Experience working in a matrix environment, and ability to work collaboratively.
Knowledge and understanding of the Uniform Guidance (Federal 2 CFR Part 200) and other State and Local regulations related to federal and state grants.
Ability to comprehend and apply accounting concepts related to governmental accounting.
Choose How You Move (CHYM), approved by 66% of voters in 2024, is Mayor O'Connell's transportation improvement program and the largest capital program in geographic scope and scale to be undertaken in Nashville's history. Implementation of the $3.1 billion in CHYM capital projects requires extensive collaboration among multiple Metro departments, project managers, and vendors; coordination of $111 million worth of annual operating expenditures; and robust engagement with neighbors. CHYM will transform how people move around the city for decades to follow.
CHYM includes installation of smart signals at nearly 600 intersections. It adds 24/7/365 transit service and builds 54 miles of high-capacity transit with more frequent, reliable, and accessible service. It builds 86 miles of sidewalks to ensure Nashville completes the WalkNBike Nashville priority sidewalk network and connects our busiest neighborhoods to major transit routes. The program makes safety improvements on 78 miles of the Vision Zero High-Injury Network, creating safer streets for pedestrians, bicyclists, drivers, and transit users alike.

Mayoral staff (non-civil service) receive 15 days of Paid Time Off and 12 sick days annually.
Typical Duties
Manages the development of complex financial revenue reports and studies on behalf of the CHYM Office.
Provides general oversight for the CHYM Office as it relates to budget revenues and makes recommendations for improvement in control management.
Prepares and justifies annual operating and capital budgets for the CHYM program in coordination with Finance and implementing departments.
Works with various departments and divisions to ensure reconciliation of budget projections and revises estimates as necessary throughout the year.
Serves as a lead on communication with the Department of Finance, in coordination with the Chief Program Officer and Deputy Chief Program Officer, on budgeting, revenue, accounting, procurement, contractual, grant-related activities, and other operational matters.
Forecasts program revenue potential and spending requirements ad hoc.
Coordinates the CHYM program's efforts to seek and execute federal, state, and other grant or philanthropic funding to support project implementation. This includes coordination of both departmental and PMO efforts and liaison with the Mayor's Office of Advancement and Strategic Partnerships.
Develop and maintain financial policies and procedures as needed for the CHYM Office and clearly communicate to leadership any areas of concern.
Coordinates completion of and disseminating, receiving, and interpreting financial data and information.
Lead preparation of and ensures the accuracy of various @types of financial and management reports, budget projections and financial analyses.
Able to resolve issues among Accounting, Accounts Payable, Purchasing, R12 and other Metro departments and suppliers.
Provides guidance and training to Metro suppliers regarding the payment inquiry process.
Works with Metro departments on budget development and strategic projects related to revenue studies or other evaluations.
Minimum Qualifications
EDUCATION AND EXPERIENCE
Bachelor's Degree in a Management related field (Public Administration, Accounting, Business Administration) and at least 8 years of experience in finance and delivering complex municipal projects, public works activities, or a related field.

Note: Per Metro Ordinance No. SO94-1078. All employees of the Metropolitan Government shall be residents of the State of Tennessee or become residents of the state within six (6) months of employment as a prerequisite to employment with the Metropolitan Government.
Preferred Experience, Knowledge, Skills, and Abilities
Experience managing complex municipal projects and program management vendors of similar scale.
Experience preparing and monitoring budgets and working on systems implementation teams.
