The Minnesota Department of Education's School Finance Division is looking for three (3) Education Finance Consultant 3 to collaborate with other members of the education funding workgroup and provide direction to less senior Education Finance Consultant Specialist(s); provide direction on administering varies K-12 categorical funding programs in each of the three (3) specialized focus location(s) within the division;
Focus location 1. Managing funding programs related to long-term facilities maintenance and/or debt service.
Focus location 2. Managing funding programs related to Achievement and Integration transportation, American Indian Education Aid, tribal contract, nonpublic pupil transportation, nonpublic pupil aid, and adult basic education.
Focus location 3. Managing funding programs related to Charter school lease aid, maximum effort, leased building, taconite adjustments, reorganization and consolidation, and miscellaneous levies.
Duties includes, developing projection systems and narratives for budgeting and modeling categorical programs. Provide consultation to state policymakers and local program administrators. Conduct education finance research, analysis and policy development.
This position is eligible for telework to applicants who reside in Minnesota or a bordering state. Effective June 1, employees living within 50 miles of the office location listed above will be required to work in the office at least 50% of the time each month. For those who live 50 or more miles away, with supervisory approval and satisfactory performance are eligible to telework up to 100% of the time.

Five (5) years of professional experience working on public finance policy; conduct policy research. Interpret laws, rules, and procedures. Data handling; data modeling, data analytics, data editing, data manipulation, distribution of data.
*Bachelor's degree in educational administration, economics, statistics, mathematics, business administration, public administration or other closely related field as determined by the agency may substitute one (1) year of experience; Master's degree substitutes for eighteen (18) months of experience.

Preferred Qualifications
Knowledge of Minnesota K-12 and family and early childhood education, finance laws, rules, and administrative procedures;
Knowledge of public finance theory and practice sufficient to evaluate the adequacy, equity, and efficiency of a public sector finance system;
Experience in large, complex database management including design specifications, query, and analysis.
