Job Summary
This position is responsible for overseeing all financial operations and directing corporate financial planning and structure. This position is a hands-on and participative role that leads an internal team to administer financial activities, business planning and budgeting, reporting, and auditing. This position reviews and reports the organization's financial performance to the CFO, management, and the Finance & Audit Member Advisory Committee, as well as advises on change. This position also works collaboratively with business partners through an Administrative Services Agreement and other professional services vendors.
Essential Responsibilities
Accounting
Oversees all accounting functions provided by direct staff, as well as functions provided through the Administrative Services Agreement for the organization, including general ledger maintenance, auditing, accounts payable, and accounts receivable.
Oversees and audits systems and controls to verify the integrity of all accounting data.
Oversees and approves accurate and timely financial statements.
Oversees and ensures all financial reports and related regulatory reports are prepared accurately, timely, compliant with GAAP, SAP, meet professional financial reporting standards, and timely submission of audited financials to all applicable local, state, and federal agencies.
Strategic Planning, Budgeting, and Analysis
Develops and leads the annual operating budget and planning process in conjunction with the Executive Team and the Leadership Team
Administers and reviews all financial plans and budgets; monitors progress and changes and keeps senior leadership abreast of the organization's financial status.
Prepares financial proformas for planned or projected activities.
Oversees the preparation of ad hoc analyses as requested including financial analysis to explain trends and preparation of related financial reports to explain variances.
Assists in actuarial process for rate setting with the Oregon Health Authority and plan partners.
Oversees the implementation of financial analysis related to all incentive models.
Assists in the development of financial modeling for development and analysis of rates, utilization patterns and other financial analysis.
Assists in execution of the organizational business plan.
Participates in the development and management of the organization's value-based payment methodology and model in conjunction with plan partners and stakeholders.
Auditing and Reporting
Oversees completion of reports required by the Oregon Health Authority, Internal Revenue Service, Center or Medicare and Medicaid Services, and other state and federal regulatory agencies and bodies.
Oversees the tracking, reviewing, and reporting on financial reports required of member organizations and plan partners, in accordance with policies, procedures, and contracts.
Prepares for and manages annual external audit process.
Ensures internal audit functions address the critical areas of risk for the organization.
Provides management with periodic reports that incorporate financial and utilization data to present the status of financial operations.
Compliance and Regulation
Develops and ensures compliance with Finance Department operational policies and procedures.
Develops, implements, and maintains corporate accounting and administrative policies and procedures for a wide-ranging set of activities including financial accounting and reporting, statutory or contractual policy and procedure requirements, employee relations and other corporate policies.
In collaboration with the CFO and management team, oversees and implements the policies and procedures related to a variety of restricted and unrestricted funds and assures integrity of funds and activities.
Accountable for all financial and accounting obligations directed by organization's Health Plan Services Contract with the Oregon Health Authority.
Oversees cash management, ensures compliance with investment policies, and recommends investment strategies to CFO and Finance & Audit Committee.
Ensures that financial reserves comply with requirements set forth by the relevant external parties and the Finance & Audit Committee.
Management and Leadership
Leads team of accounting and financial analysis staff to attain organization's strategic objectives.
Train, supervise and evaluate performance of assigned staff.
Provide staff with the training, mentoring and resources necessary to carry out their work.
Ensure adherence to department and organizational standards, policies, and procedures.
Ensure performance goals, expectations and standards are clearly understood by supervised staff.
Evaluate employee performance on an ongoing basis; take appropriate corrective action if needed.
Perform human resource functions in collaboration with Human Resources.
Staff advisory committees as needed.

Education and/or Experience
Required:
Minimum 8 years' progressively responsible experience in accounting and financial analysis
Minimum 3 years' experience in a finance supervisory position
CPA license and/or Bachelor's degree in accounting, business, of finance
Preferred:
Health plan or insurance industry experience
