Position Summary
Lincoln County's Information Technology department is adding a System Administrator to their team to help in assisting all County Departments with their IT needs. The person in this role will establish and maintain networked computer systems , software, and Cloud services such as Office 365, while maintaining security of information systems.
This position is also responsible for providing assistance and training for Information Technology (IT) staff and departmental users of computer systems as well as advising the Director of IT on matters related to information systems design and performance. This person will also be performing a variety of complex and confidential duties.
Essential Functions/Major Responsibilities
Maintain multiple operating systems, computer platforms, and software applications and Cloud applications:
Determine and maintain optimum computer system configurations based on number of users, @type and complexity of software, and hardware resources
Ensure that security procedures comply with State and Federal requirements.
Participate in development of departmental disaster recovery plans
Develop and maintain accurate documentation of all server setup, backup, and recovery.
Maintain confidentiality of accessible sensitive information and data logs.
Assist in confidential internal digital investigations as determined and assigned by director.
Evaluate user needs, performs cost/benefit analysis, and recommends software applications and hardware solutions:
Provide technical support and training to other staff members and end users.
Assist staff members in meeting user needs by working directly with users to solve issues.
Develop programming to create specialized reports from applicationdatabases:
Determine and maintain optimum computer system configurations based on number of users, @type and complexity of software, and hardware resources.
Typical Qualifications
Minimum Education Level
Bachelors in information systems, computer science, or a related field.
Minimum Experience Level
Four-Five years responsible experience managing information systems, including Cloud systems such as Office 365.
Substitution Note: Any satisfactory equivalent combination of experience and training which clearly demonstrates the ability to perform the above-described duties as determined by the County.
Driver's License
Oregon Driver's License required within 30 days of hire.
Other Licenses
Specifics: Requires the ability to maintain a security clearance for access to law enforcement or other information systems.
Desirable Qualifications: Office 365, Active Directory Hybrid Joined
Knowledge of:
Considerable knowledge of techniques for managing information systems resources and project management
Operating systems, file structures, access methods and data base management techniques
Capabilities, uses and limitations of computer hardware/software
Systems analysis principles and methods
Governmental structures and operations.
Local Area Network and Wide Area Network principals of operation and network protocols.
Cloud services, specifically Office 365.
Skill or ability to:
Strong analytical and assessment skills.
Maintain confidentiality of information contained in accessible computer systems and data logs.
Convey information, ideas, and facts both orally and in writing to supervisors, colleagues, and individuals, inside and outside the county, using language and a format the audience will best understand.
Utilize computers and other technology to communicate in written and verbal forms (e.g., word processing, texts, emails, spreadsheets, department-specific software).
Effectively relate well with others, including supervisors, colleagues, and individuals inside and outside the county. Exhibit a professional manner in dealing with others and working to maintain constructive working relationships.
Take personal responsibility for the quality and timeliness of work. Show up to work on time, and follows instructions, policies, and procedures. Meet productivity standards, deadlines, and work schedules.

Lincoln County offers a comprehensive benefit package including vacation, holiday, and sick leave as well as medical, dental, vision which is paid at 90% by the County and 10% by the employee. Other fully paid benefits include life, AD&D, long-term disability insurance. Other optional insurances are available. A 401K retirement plan is also provided. The County's current contribution rate is 11%.
Regular and Trial Service employees working between 20 and 39 hours per week on a regular basis are eligible for pro-rated employee benefits.
