Director, Finance & Administration (Neurosurgery) The University of Maryland School of Medicine Department of Neurosurgeryseeks a talentedDirector of Finance and Administration (Finance Director for a School/Department). The incumbent will lead the financial and administrative functions of the Department of Neurosurgery, in close collaboration with the Senior Administrator and Associate Administrator. The role ensures the alignment of financial and operational strategies with the Department's goals through financial management and effective leadership of administrative activities. The director provides financial stewardship and oversight and supports strategic financial planning to promote Departmental success. This role requires a combination of hands-on financial management and administrative oversight. Working closely with the Department Chair, Leadership Team, and Neuroscience Research Administration Team, the Director will be required to perform many of the day-to-day tasks, with the opportunity to delegate to Business Operations and Administrative Staff with regards to financial operations. Primary Duties (70%) Provide strategic direction and leadership for the control of a department financial operations through the development, enhancement, and guidance of its various functions and staff members. Responsible for budget, accounting, financial analysis, and financial transaction management. Review, analyze and interpret all financial and budgetary reports to ensure timely and effective decision making by senior management. Collaborate with senior department management and other directors within the business unit and throughout the campus in order to ensure the delivery of high-quality service. Oversee management of complex funding and service agreements. Provide general direction and leadership for all aspects of the financial functions within a department in order to maintain their efficient operation. Direct the income of the department and its programs, including coordinating payments from different budget sources, as well as managing the purchasing of supplies and other expenses. Works closely with FPI Financial Accounting Team to oversee the GAAP/GASB reporting to include managing the department's external financial reporting process; manage the periodic internal financial reporting process of the department. Maintain financial management systems and internal controls required to ensure that the department commitment, operating, and cash management accounts are safeguarded and that accounts are appropriately maintained in order to ensure accurate financial data. Establish and maintain policies and procedures with regard to internal accounting controls and department budget, accounting, and disbursements practices. Ensure that controls and practices are effectively communicated to the department staff. Directs payroll and fringe benefits systems. Oversee the recruitment, performance, and training of team members and continually review the strengths and weaknesses of staff to maintain a well-trained, and highly involved team. Develop, direct, and implement critical financial path activities and projects to ensure efficient and effective processes and practices. Define and deliver key performance indicators (KPIs) and dashboards to track operational performance. Partner with management on a regular basis in setting strategic goals/objectives and budgets, and/or in fostering improvements in policies/procedures for the department. Establish and maintain policies and procedures with regard to internal accounting controls and department budget, accounting, and disbursements practices. Ensure that controls and practices are effectively communicated to the department community. Prepare operating and project budget drafts and monitors departmental budgets and reports any significant deviations from approved Improve business with constraint analysis, target costing, capital budgeting, and cost of quality analysis. Administrative & Operational Oversight (30%) Oversee financial operations including IT and resource allocation with support of existing program and operational management staff. Design and implement administrative financial policies, standard operating procedures, and internal controls to ensure efficient and compliant operations. Oversee payroll functions in collaboration with Central Payroll Office. Oversee systems and reporting functions to support metrics tracking, strategic planning, and compliance. Promote a culture of continuous improvement and operational excellence. Education:Bachelor's degree in Accounting, Finance, Business Administration, and/or related field. Master's degree in a related field preferred. Experience:Seven (7) years spent progressively building a background in financial and business operations. Supervisory Experience:Five (5) years of direct management involved in recruitment, training, and professional development of staff. Certification/Licensure:Certified Public Accountant (CPA), Certified Management Accountant (CMA), Certified Financial Manager (CFM), or Certified Internal Auditor (CIA) preferred. Other:Annual financial disclosure required by Maryland State law. Except for qualifications established by law, additional related experience and formal education in which one has gained the knowledge, skills, and abilities required for full performance of the work of the job class may be substituted for the education or experience requirement on a year-for-year basis with 30 undergraduate college credits being equivalent to one year of related experience.
