Some of what you'll be doing:
As a Construction Labor Specialist I, you will support the smooth execution of construction projects covered by the Project Labor Agreement by fostering labor harmony, ensuring compliance, and resolving issues. You will deliver training, oversight, and act as a liaison between contractors, unions, and public partners.
You will provide Project Labor Agreement training at pre-bid, pre-construction, and small business forums.
You will serve as a liaison between contractors and unions to ensure timely approvals and compliance with the Project Labor Agreement.
You will coordinate and attend Pre-Job Jurisdictional meetings, offering guidance and best practices.
You will manage project documentation, close-outs, and assist with resolving disputes and grievances under the Project Labor Agreement.
You will conduct field interviews, identify non-compliance, and enforce Project Labor Agreement requirements.
You will maintain accurate databases for wages and apprenticeship status, as required by the Project Labor Agreement.
You will build strong working relationships with unions, contractors, and regional public agencies.
You will facilitate and document Labor Management and Regional Owner meetings related to the Project Labor Agreement.
Who you are:
Experienced - You have three (3) years of experience working in or with construction labor unions for the construction industry or government organizations.
Desired - We hope you have a Mediation Certification. We also hope you have general knowledge of contract compliance processes and functions and Building Trades, unions, jurisdiction, and Project Labor Agreements. You also have construction knowledge and project site protocol and basic understanding of construction/legal documents.

Analytical Problem-Solver - You possess problem solving skills and show attention to detail. You are also skilled at gathering, correlating, and analyzing information to devise effective solutions to labor issues.
Adaptable - You can act in a charged political environment.
What else you need to know:
Driver's License - You will need a valid Washington State Driver's License, or the ability to obtain one, is required in order to travel locally to project sites.
Work Schedule - Your normal work schedule will be Monday - Friday, 8:00 a.m. to 5:00 p.m. (40 hours per week). Slightly more flexible start and end times are available in this role.
Work Environment - You will generally work outdoors in all @types of weather conditions. You may be exposed to areas of high noise, various hazardous materials.
Work Environment - This work will take place in a hybrid/in-office setting at Management's discretion, including two days in the office and three days remote.
Washington State Residency Requirement - Employees must establish a residence in Washington state within 30 days of their first day of employment and must maintain a residence in Washington State during their employment with the Port of Seattle. If a position is eligible to telework, work performed while teleworking must be performed in Washington State.
Overtime Eligible - You are eligible for overtime pay in this role.
Safety Requirements - You will be required to comply with all work rules, safety, and Personal Protective Equipment (PPE) requirements.
Security Requirements - As the successful candidate, you must pass a Transportation Security Administration (TSA) background check as well as a criminal history background check with the Federal Bureau of Investigation (FBI). Your employment will be contingent upon obtaining a Port of Seattle ID badge upon clearance.
Security Requirements - As the successful candidate, you must obtain a Transportation Worker Identification Card (TWIC) within the first three months of employment.
