Financial Management Analyst - OVP Cancer Prevention and Population Sciences

This position will be responsible for independently managing the planning, supervision of reporting, execution, analysis, and evaluation of complex special projects involving finance operations, strategic planning, information technology, education, and other related areas within the Division of Cancer Prevention and Population Sciences.

JOB SPECIFIC COMPETENCIES:

Analytical/Administrative/Operational Support:

Conducts highly advanced analysis of operational and business information.

Oversees the production of monthly reports for the Office of the Vice President's (OVP's) seven endowments, Duncan Family Institute, COE (quasi-endowment), Permanent Health Fund, and the UTH-MDA joint project.

Works with departmental staff to collect and present data requested on an ad hoc and recurring basis, e.g., department templates and the Division's Annual Report.

Recommends and leads projects that enhance Divisional reporting and monitoring plans, e.g., development of active and pending grants reports and awards.

Serves as Divisional representative on institutional reporting workgroups and conducts User Acceptance Testing. Identifies business information technology (IT) deficiencies and researches potential solutions.

Prepares ad hoc reports and analyses at the request of management.

Processes funding distribution ePAFs and pro forma clinical position requests to implement Division objectives.

Manages Divisional SharePoint site for financial reporting.

Divisional Budget/Forecast:

Assists the Finance Director with creating and shaping the framework for the Division's budget process. Participates on projects and committees related to this process.

Acts as the lead contact to departments during the budget process, including the RFM incentive, m&o allocations and infrastructure as well as the CRFM and EFM and professional activity budgets.

Prepares annual faculty metrics, e.g., space, publications, grant activity to be used in the faculty evaluation and merit processes.

Responsible for generating decision support documents/reports for distribution to staff and executives. This includes recurring reports and ad hoc requests for information.

Ensures financial documents sent to the Division for distribution to departments are reviewed for accuracy, and made available to the appropriate staff in a timely manner.

Identifies and coordinates implementation of new processes and procedures to enhance efficiency and/or automate budget documents. Includes development of databases and applications, e.g., Smart View.

Provides analyses of issues impacting forecasts/budgets on an ongoing basis and brings them to the attention of management.

Education:

Serves as a resource for staff concerning business issues and directs departmental staff to appropriate resources as needed to facilitate action items.

Stays current on training for all institutional systems related to business operations reporting such as Smart View, Planning, Resource One (e.g., ePAF), etc.

Audit and Compliance:

Assists the Finance Team with the performance of annual audits of departmental financial records.

Leads the Finance Team's efforts to monitor utilization of Divisional funding allocations to ensure spending compliance with the intended purpose.

Serves as a resource to management to discuss and address compliance deficiencies and identifies corrective action to improve compliance; reports issues to the appropriate institutional area when needed.

EDUCATION:

Required: Bachelor's degree in Business Administration or related business specialty.

Preferred: Master's Level Degree.

*EXPERIENCE:

Required:* Five years of business related experience to include one year of supervisory experience.

Preferred: Strong analytical skills and attention to detail; knowledge of fund accounting, PeopleSoft, Smart View. Self-starter able to work with minimal supervision.
