General Description:
Performs highly advanced (senior-level) consultative services and technical assistance work in support of the Texas State Property Accounting (SPA) system and CAPPS STARR fixed assets module implementation. Performs troubleshooting, evaluates solutions, and corrects system exceptions. Interprets State of Texas statutes, Comptroller policies and procedures and governmental accounting standards pertaining to State property. Develops and delivers property policies and procedures training to state agencies and institutions of higher education. Participates or leads planning, developing, coordinating, and implementing of complex capital asset program initiatives and identifies the need for new programs or change to existing programs related to capital assets. Provides guidance to staff in the development and integration of new methods and procedures. Trains, leads, and/or prioritizes the workload of others. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.
Work Hours:
Monday through Friday, 40 hours a week with occasional evening, weekend hours and holidays. Hours may change based on business need.
Qualifications: Minimum Qualifications:
Education:
Graduation from an accredited college or university with a bachelors degree.
Experience:
Eight years of experience with consultative technical system support, systems analysis, financial reporting or support of a mainframe application relevant to position responsibilities in systems analysis or systems support.
Preferred Education:
Graduation from an accredited college or university with a bachelors degree in accounting, information services, computer science a related degree.
Substitutions
One (1) additional year of experience performing general financial and/or accounting functions, financial reporting, budgeting, or financial statement audit duties may substitute for thirty semester hours of educational requirement with a maximum substitution of 120 semester hours (four years).

This position requires the incumbent to perform a mix of sedentary office work and moderate levels of activity. Mobility and physical activity such as standing during training classes, walking to neighboring office buildings, lifting/carrying boxes, bending, kneeling, and reaching are routinely required to carry out some duties, including facilitating training programs and routine office duties. The ability to sit/stand and use a computer and telephone to maintain client/customer contact for extended periods of time is required. Cognitive abilities to listen, learn, recall, and apply certain concepts, practices and policies, and the stamina to maintain attention to detail despite interruptions is required. Marginal or corrected visual and auditory requirements are required for reading printed materials and computer screens and communicating with internal and external customers. May involve moving up to 20 lbs. of office equipment/material on a limited basis. Occasional travel required for this position. Employees are required to use their personal mobile phones as a part of 2 factor/multi factor authentication for accessing CPA systems securely. You will also receive critical/emergency calls/texts on your cell phone to ensure immediate communication.
In this role you will:
Provides advanced level support and guidance to agency property accounting personnel including the completion of custom report requests. Responds to inquiries related to statewide property accounting policies and procedures.
Applies historical knowledge and expertise to conduct fit gap analysis and other pre-implementation work for CAPPS STARR (fixed assets module). Advises the Comptroller (CPA) on realigning current business processes to align with the new system capabilities and requirements.
Participates in maintenance of the SPA system (current and future state). Resolves database and application processing exceptions in a timely manner.
Develops and delivers comprehensive training programs for state employees on the CAPPS STARR fixed assets module, incorporating Texas property accounting policy knowledge. Creates training materials and conducts sessions to ensure successful system adoption.
Participates and/or leads planning, developing, coordinating, and implementing complex capital assets and TCATS web application. Provides consultative services and technical assistance to other CPA staff, including discovery and implementation of capital asset functionality for legacy system replacement.
Coordinates with the ACFR Team at fiscal year-end to provide reconciliation of State Property Accounting System to agency annual financial reports and assists with Note 2 preparation.
Reviews the SPA User Guide to identify and implement improvements in capital asset policies and procedures such as the Texas Administrative Code (TAC) rules and SPA reporting requirements weblink. Leads and coordinates the update of SPA policies in response to new legislation or Fiscal Management directives.
Distributes and balances workload among employees in accordance with established workflow or essential functions. Estimates and reports on expected time of completion of work, maintains records of work accomplished, time expended, and prepares production reports. Instructs employees on specific tasks, job functions, and makes available instructions, reference material and supplies. Tracks employee statistics and provides input on team member performance to section supervisor for evaluations.
