New York State Homes and Community Renewal (HCR) is the State's affordable housing agency, with a mission to build, preserve, and protect affordable housing and increase homeownership throughout New York State.
This position is on HCR's Housing Trust Fund Corporation (HTFC). HTFC is a public benefit corporation, and a Civil Service exam is not required for this position. Candidates must meet the minimum qualifications outlined below to be considered.?

DUTIES AND RESPONSIBILITIES:
Federal Programs
Asist in the general fiscal activities of various Federal Programs including but not limited CDBG-DR Sandy, CDBG-DR Irene and Lee, National Disaster Recovery Program, CDBG-DR Ida, EPA, NFWF
Work with the Supervising Budget and Financial Analyst to prepare various reports and analytics for the different Federal Programs
Work with the Supervising Budget and Financial Analyst to complete the required Federal Fiscal Reporting, including, but not limited to Action Plan Amendments, Quarterly Performance Reports, CFO surveys, and other reports as requested by Agency Executives and oversight agencies.
Support the various CDBG-DR Sandy analytical tools such as databases, spreadsheets and or other systems until full closeout of the grant.
Review invoices related to CDBG-DR Sandy subrecipients and vendors until full closeout of the grant
Identify, analyze and resolve billing discrepancies via the most efficient and effective process until the closeout of the CDBG-DR Sandy grant.
Assign project activity allocations to invoices for accurate coding and HUD fund requests until the closeout of the CDBG-DR Sandy grant.
Manage and Track CDBG-DR invoices to ensure that prompt payment requirements are met.
Provide reports to Program and/or Legal as needed as part of the contract closeout process for CDBG-DR Sandy, CDBG-DR Irene Lee, and NDR vendor invoice payments processed
Reclassify CDBG-DR Sandy (and CDBR-DR Irene Lee and NDR if applicable) vouchers when needed.
Assist in the closeout of other Federal programs.
General HTFC Finance Responsibilities
Act as liaison between HTFC Mortgage Servicing Team and HFA Loan Servicing unit to coordinate invoicing for notes with participation agreements.
Assist in managing the HTFC mortgage servicing portfolio, including, but not limited to tracking existing loans and promissory notes; reviewing amounts paid and issuing annual invoices for payments; monitoring maturing dates for mortgagees.
Assist in reviewing financial statements related to mortgaged properties and providing reviewing of excess income calculations for payments.
Assist in tracking, preparing, and sending notices to projects that have failed to make the annual minimum payment.
Assist in updating various HTFC systems including, but not limited to mortgage servicing, programmatic payments, and accounting systems.
Assist in audit confirmation for various HTFC programs.
Review various contract and mortgage documents prior to closings and provide notification to the Treasurer for fiscal sufficiency attestation.
Work with the Principal Accountants and the Treasurer to prepare documents for various audits and monitoring visits.
Assist with prioritizing work assignments and daily supervision of support and contracted staff.
Assist in reconciliation of various HTFC managed programs.
WHO YOU ARE:
Bachelor's degree and 3 years of relevant experience.
Substitutions: four years of specialized experience or associate degree and two years of specialized experience may substitute for bachelor's degree; J.D. or master's degree may substitute for one year of specialized experience; Ph.D. may substitute for two years of specialized experience.??
Ability to establish effective working relationships
Excellent oral and written communication skills.
Strong analytical and organizational skills.
