This announcement will be used to fill positions at the entry grade level of GS-07 with promotion potential at the GS-08, or at the Full Performance Level of GS-08. Responsibilities Supervises and directs Accounts Payable functions verifying the accuracy, completeness, and validity of accounting transactions and vendor payments. Interprets Accounts Payable regulations, requirements, and policies, including changes, updates, and automated systems modifications, to ensure compliance. Trains and assists lower-level accounting technicians with techniques to correct and process accounting inputs. Ensures accuracy, propriety, and legality of accounting transactions through extensive review of documents. Duties will be developmental in nature when the position is filled below the full performance level. Requirements Conditions of Employment Qualifications One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade within the federal service, which demonstrates the ability to perform the duties of the position, is required. At the GS-07 level: one year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-06) within the federal service, which demonstrates the ability to perform the duties of the position. GS-07 Specialized experience is defined as: maintaining accounting or financial ledgers; posting financial transactions; preparing accounting reports; reconciling accounts and working with a variety of accounting and financial automated systems. At the GS-08 level: one year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-07) within the federal service, which demonstrates the ability to perform the duties of the position. GS-08 Specialized experience is defined as: processing and auditing complex contracts and vendor pay entitlement transactions; reconciling pay system and financial system data; working with a variety of electronic systems to review and resolve pay transaction issues. Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-06 or higher grade in Federal Service, if applying for the GS-07 position. Applicant must have served 52 weeks as a GS-07 or higher grade in Federal Service, if applying for the GS-08 position. You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement. Education GS-07 Substitution of Education for Experience: One full year of graduate level education may be substituted to meet the specialized experience required when it is directly related to the work of the position being filled. Equivalent combinations of successfully completed graduate level education and experience may be used to meet total experience requirements. GS-08 Substitution of Education for Experience: Eighteen months of graduate level education may be substituted to meet the specialized experience required when it is directly related to the work of the position being filled.
