Shape the Future of Data in Boise
Lead the City's data, integration, and geospatial strategies as the technical authority behind Boise's hybrid data platform and Integration Center of Excellence (CoE). In this key leadership role, you'll guide cross-functional teams in building and delivering mission-critical systems that power city services and innovation. Collaborate across departments to align data initiatives with organizational goals. Oversee planning, budgeting, and performance to ensure on-time, high-quality delivery. This is an at-will position reporting to senior leadership.

Essential Functions
Supervises the work of professional, management, technical, and/or other employees of a delineated division or exercises independent authority over a critical function with citywide impact directly or through subordinate supervisors to ensure adequate resources are available for staff to perform their duties; ensures that assigned operations and activities comply with organization goals and objectives; and directs actions and results of major processes and programs and maintains controlling budget authority.
Plans and manages data services, classification, availability, security, usage and analytics to support business goals. Manages resource and budget, performance, cost, scope, scheduling and quality related to data services provided across the organization.
Develops and delivers long-term strategic goals for data architecture vision and standards in collaboration with stakeholders. Builds and maintains an overall data management roadmap and data integration CoE, including API Management and other integration methods. Establishes and enforces processes for governing organizational metadata, ensuring accuracy and validity, and implementing data governance and master data management practices.
Designs and builds self-service analytics and modern data integration and geospatial solutions using both on-premise and cloud technologies. Identifies and implements optimizations in current data and GIS services. Addresses complex problems, provides expert-level diagnosis and debugging, and develops effective solutions. Directs analyses related to data and GIS service health and performance. Manages projects and prioritizes the workload of the data and GIS services team.
Develops and promotes data management methodologies and standards. Identifies and develops opportunities for data reuse, migration, or retirement. Leads data integration and automation services, data warehousing systems and processes, extractions, and interfaces for transactional, geospatial, and unstructured data objects. Drives master data management and data governance strategies, implementation, and practices. Oversees the mapping of data sources, data movement, modeling, interfaces, and analytics. Selects and implements appropriate tools, software, applications, and systems to support data technology goals.
Assists with the design of redundant systems, policies, and procedures for disaster recovery to ensure adequate availability, protection, and integrity of data assets.
Participates in the IT Leadership Team, providing strategic data management perspectives and insights on organizational needs to the department leadership.

Requirements
Required Knowledge, Experience, And Training
Bachelor's degree in computer science, mathematics, statistics, engineering, environmental sciences or a closely related field
15 years of progressively responsible experience as an individual contributor and in a supervisory capacity
Or an equivalent combination of education and/or experience.
Knowledge of:
Data systems, relational data structures, theories and principles including the use of relevant technologies SQL, scripting, MSSQL Server, SSIS and JSON;
Data security design and software development methodologies;
Applicable data privacy practices and laws;
Configuring and working with Microsoft PowerBI or related data visualization tools;
Design and architecture of relational and non-relational database platforms;
Computer usage including related software;
Data systems in a cloud environment.
Ability to:
Perform a full range of programming tasks using a variety of web and component-based programming technologies and languages;
Interface programmatically with a variety of enterprise systems;
Write clean, consistent, well-documented code following established standards;
Review and troubleshoot complex code designs, reverse engineer code and identify compatibility issues; communicate effectively in the English language at a level necessary for efficient job performance;
Perform all essential functions as assigned by an authorized employee, supervisor, and/or manager with or without reasonable accommodation.
Preferred Knowledge, Experience, And Training
Master's degree in computer science, mathematics, statistics, engineering or a closely related field
20 years of progressively responsible experience with large-scale complicated datasets.
