Duties Description ITS provides operational support to state agencies on a 24x7x365 basis; some positions may be required to provide this critical service at any time.Reporting directly the NYS Chief Information Officer, the Executive Deputy Chief Information Officer will oversee the State's technology-enabled innovation agenda and manage 50+ executive level client-agency relationships by leading teams that support Agency Dedicated Teams and Shared. The candidate will work to empower ITS' client agencies by delivering cutting edge technologies that improve the business of government and the lives and livelihoods of NYS citizens and businesses. Duties include, but are not limited to:- Develop a strategic plan for the agency and a technology roadmap for NYS IT Services in collaboration with the NYS CIO.- Oversee daily IT operations, ensuring IT systems are running smoothly and service delivery is effective.- Collaborate with the ITS Executive team to develop and implement plans for successful delivery and operation of major IT products and services.- Provide expert advice in areas related to strategic planning and agency policy development to foster alignment of ITS' technology policies and strategies with the Governor's policy goals and priorities.- Interact with client agency Executives and other constituents to oversee and ensure optimal services; resolve inquiries and provide solutions as needed.- Consult with vendors, non-governmental agencies and organizations, as needed.- Coordinate with the Division of Budget regarding ITS' funding initiatives and budget negotiations. Re-energize investments in technology projects that are foundational to the State's innovation and technology agenda.- Represent the agency in the absence of the state CIO to advance the State's technology priorities and policies; provide briefings and recommendations to the Executive Chamber, the legislature and other professional/government organizations.
Minimum Qualifications A bachelor's degree and ten years of progressive experience in technology leadership, including: - Seven or more years of senior leadership experience in leading cross-functional teams and enterprise-wide programs, operating and influencing effectively across the organization and within complex @contexts. Preferred Qualifications:- Seven or more years of IT product management experience.- Seven years of experience in delivering and supporting business applications, including agile execution of the design, build, deployment, and operational phases of all technology solutions.- Excellent interpersonal skills: able to work across business lines at senior levels to influence and effect change to achieve common goals. - Analytical skills: outstanding analytical and problem-solving abilities with an understanding of statistical analytics and how data is used to enable informed decision making, identify opportunities for better business outcomes. - Excellent oral and written communication skills, including the ability to explain digital concepts and technologies to business leaders, as well as business concepts to technologists; able to sell ideas and process internally at all levels. - Proven record of effective leadership, including the ability to balance team and individual responsibilities; building teams and consensus; getting things done through others not directly under their supervision; working ethically and with integrity.
