Job Summary: The Assistant Finance Director supports the Director of Finance in managing departmental operations and supervising staff. This position plays a key leadership role in ensuring accurate financial reporting, efficient accounting practices, and compliance with applicable standards and policies. Scope of Responsibility: Responsible for overseeing and performing the overall financial functions of the City, while providing leadership, direction, and support to the accounting division. Essential Duties and Responsibilities: 1. Coordinates the annual audit and prepares the Annual Comprehensive Financial Report, along with other critical reports, in accordance with Government Accounting, Auditing, and Financial Reporting, Governmental Accounting Standards Board (GASB), and Government Finance Officers Association (GFOA) standards. 2. Prepares investment reconciliations, journal entries, wire transactions, and supports cash and investment management. 3. Oversees accounting functions for the Housing Redevelopment Authority, including budgeting, tax increment financing (TIF) district accounting and cash management. 4. Collaborates with the Finance Director on the development, implementation and maintenance of the annual budget, Capital Improvement Plan (CIP), and long-term financial strategies. 5. Serves as controller and systems administrator key financial operations, including general ledger, payroll, cashiering, utility billing, special assessments and fixed asset activities. 6. Supervises accounting division staff. a. Recommends staff hires, provides orientation and training. b. Oversees professional development of staff. c. Plans, reviews, assigns and evaluates work of staff. d. Provides coaching, feedback and evaluates staff performance. e. Resolves conflicts and staff concerns. f. Prepares work schedules and maintains timecard records. g. Conducts staff meetings. 7. Ensures timely and accurate output of all accounting operations. 8. Oversees grant management activities and compliance. 9. Manages payments and recording of principal and interest on City's debt obligations. 10. Administers the City s investment portfolio in accordance with Minnesota Statutes and City polices, under the direction of the Finance Director. 11. Reviews utility billing rates, conducts rate studies and financial analysis; prepares reports and recommendations to provide to the City Council. 12. Oversees preparation and submittal of required reports to the Office of the State Auditor. 13. Assists the Finance Director in development and implementation of financial policies and internal control procedures. 14. Maintains and manages various financial software processes, include the paperless accounts payable system, purchasing card system, budget management system, and capital investment program (CIP) system. 15. Supports departments in preparing and submitting annual reports, as well as in executing short-term and long-term financial planning projects. 16. Reconciles property tax payments and records journal entries into the financial system. 17. Advises other departments related to accounting, budgeting and procurement matters. Works with the Office of the State Auditor to submit budget, annual financial reports, and other necessary documents. 18. Participates in a variety of meetings, committees, trainings, conferences, as required. 19. Performs other duties as assigned or apparent.
