General Statement Of Duties:
Leads the Information Technology Services Division (ITS) of the State Court Administrator's Office for the Colorado Judicial Department and assists the State Court Administrator in the operations and strategic direction of the Judicial Department.
Distinguishing Factors:
The Director of Information Technology Services classification is distinguished from other classifications by providing the administrative and overall leadership to the Information Technology Services Division for the Colorado Judicial Department.
Essential Functions:
Strategizes technological planning to achieve business goals by prioritizing technology initiatives and coordinating the evaluation, deployment, and management of current and future technologies.
Develops and implements IT policies and procedures, including those for design, information security, statewide disaster recovery, standard operating procedures, purchasing, and system delivery.
Conducts research to remain knowledgeable of industry trends and emerging technologies to support new initiatives, opportunities, and information security best practices,
Represents ITS on inter-governmental projects; promote and oversee strategic relationships with and external entities, including other state and local agencies, vendors, and partner organizations.
Establishes the strategic direction, goals, and priorities for the division and assists with the development of strategy, goals, and priorities for the Judicial Department.
Prepares and oversees budget items within the department to achieve departmental goals. Presents oral and written justifications on budgetary items before the State Court Administrator.
Conducts research to remain knowledgeable of industry standards, trends and emerging technologies to support new initiatives, opportunities, and best practices.
Participates in the overall operations and management of the Judicial Department and the State Court Administrator's Office as a member of the State Court Administrator's Senior Staff.
Build and lead management teams within the Information Technology Services Division.
Consults and collaborates with various levels of Judicial Branch employees, other state agencies, members of the general assembly and staff, the public, press, attorneys, private vendors, and corporate entities to facilitate the strategic direction, goals, and objectives of the division and Judicial Department.
Responsible for developing and implementing procedures for managing and maintaining all division functions.
Establishes expectations and provides employee performance feedback on an on-going and annual basis. Assists subordinates in establishing goals. Evaluates subordinates' goal achievement through conferences or informal meetings. Makes decisions regarding subordinate's employment probationary/trial period.
Provides orientation and on-going training, mentoring and coaching to existing subordinates. Makes provisions for subordinates to attend outside training.
Assigns duties and responsibilities to division staff; develops and establishes procedures for operating and maintaining required administrative systems.
Responsible for recruitment, selection and termination of all division employees.
Attends meetings and training as required.
Performs other duties as assigned.

Supervisor Responsibilities:

Physical Demands:
While performing the duties of this job, the employee is regularly required to sit and talk or hear. The employee must occasionally lift and/or move up to 25 pounds.
Work Environment:
This position is subject to frequent interruptions and may be required to handle multiple calls and inquiries at once. The incumbent must be able to handle a high level of stress, and extended hours of work which may include holiday, weekends and evenings. The noise level in the work environment is usually moderate.
Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights
Graduation from an accredited college or university with a bachelor's degree in judicial, public, or business administration; information systems management; computer science; or related field. Advanced degree preferred. Six years of professional, administrative, supervisory, or management experience is required. Three years of demonstrated executive level leadership preferred.
