Summary You will serve as a SUPERVISORY OPERATIONS MANAGER in the OPERATIONS/PLAN DEPARTMENT - NAVY CLOSURE TASK FORCE - RED HILL of NCTF RED HILL. A Cost-of-Living-Allowance (COLA) of 8.64% will be added to the stated salary. Responsibilities You will develop and implement policies, procedures, and processes related to resources, operations, and management in an organization. You will supervise or lead a team by assigning and directing work, monitoring performance, establishing priorities and adjusting workload. You will brief senior leaders or managers on reference materials (e.g., directives, policy, reports, technical or legislative documents) for discussion in decision meetings. You will advise organization or senior leaders in the development of solutions for confronting challenges. You will coordinate project activities to ensure objectives are accomplished within timeframes and according to procedures. You will advise on policy, planning, programming, budgeting, and execution of resources and manpower for the organization. You will develop written reports to address manpower budget status, imbalances, or deficiencies. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Developing and issuing guidance governing Operations/Plans programs, including guidance required in response to legislative changes; 2) Approving short and long-range plans, goals and objectives for regional Operations/Plans programs and managing work; 3) Developing organization structure, policies, goals and objectives for specific Operations/Plans programs; 4) Directing budget, procurement, accounting and associated final operations for the Operations/Plans programs; 5) Representing the command at conferences involving local, state, and federal agencies having interface and cooperative interests in matters impacting the command; 6) Providing supervisory responsibility for a staff to include performance, EEO, awards, hiring/selections and discipline. WORK ENVIRONMENT: The majority of the work is accomplished in an office setting; however, visits are required to installations, ships, and aircraft. Occasional travel is required to visit installations and attend meetings. A Cost-of-Living-Allowance (COLA) of 8.64% will be added to the stated salary.
