ABOUT THE WORK UNIT
The Executive Director's Office (EDO) is the backbone of the Colorado Department of Public Safety, providing effective administrative and management services to the Department's operating divisions. The EDO includes the following:
The Executive Director and Deputy Executive Director - Oversees strategic direction and operations for the department.
Administrative Services Office - Provides division and department-level administrative and support functions encompassing accounting, procurement, budget, and logistics services (fleet, facilities, warehousing, material management and fabrication) to support the operations and programs of CDPS divisions.
Human Resources Office - Supports recruitment, hiring, evaluation, benefits management, personnel actions, payroll and all other human resources functions.
Compliance and Professional Standards Office - Develops policies, assesses and manages risk, and ensures compliance with state and federal requirements and professional standards.
Colorado Integrated Criminal Justice Information Systems - develops cost-effective information sharing services to provide access for criminal justice agencies while maintaining information security. CICJIS is a collaborative program designed to facilitate information sharing at key decision points in the criminal justice process. There are five participating CICJIS agencies: The Department of Corrections, Judicial, the Colorado District Attorney's Council, the Division of Youth Corrections, and the Colorado Bureau of Investigation.
Colorado School Safety Resource Center - assists local schools and communities to create safe and positive school climates for pre-k through higher education schools in Colorado.
The Administrative Services Office provides internal administrative support to the Divisions within CDPS and include the following sections:
Chief Administrative Officer's office
Accounting Services led by the Controller
Budget and Policy led by the Budget Director
Procurement and Commercial Cards led by the Purchasing Director
Logistics Services Section led by the Logistics Director
Property Services Section led by the Property Services Director
Accounting exists to meet statutorily required fiscal controls, accounting and financial reporting services to the Colorado Department of Public Safety (CDPS). Included in these services are employee payroll processing, vendor payments, revenue accounting and collections, expenditure monitoring, capital asset accounting and inventory, contract administration, accounts receivable monitoring and ongoing financial reporting and analysis.

ABOUT THE JOB
There are currently two positions available supporting the Department of Public Safety.
The positions exist to provide financial accounting support for assigned teams including the allocation of commercial card transactions, audit and timely payment processing of expenditure requests, generate CORE requisition documents based on needs and information provided by the requesting program, provide information and instructions for proper accounting practices in accordance with State Fiscal Rules, Generally Accepted Accounting Principles, fiscal procedures, and other authoritative guidance as they related to accounts payable activities, and may include other duties not specifically listed for this posting. All technician positions within the EDO Accounting unit will be cross-trained to perform a variety of accounting duties to support other teams as needed. Although every position in the section has a primary focus, at any given moment, the position could be reassigned to other functions within the unit based on workload and business need. The positions report directly to the EDO Accounting Supervisor of the assigned team.
KEY RESPONSIBILITIES
Accounts Payable
Position examines payment documents for accuracy and completeness and analyzes invoice data and supporting documentation for compliance with State and Department fiscal rules and policies; processes payments for operational or grant activities, including but not limited to payments against purchase orders, and interagency transfers, for goods and services, and employee reimbursements; completes line item receiving when receipt of item or service is complete as appropriate; verifies all transactions for accuracy, appropriate justifications, and object code per State guidelines; advises program personnel of any payable corrections needed; reconciles discrepancies, makes any necessary adjustments within the financial system to ensure vendors are properly identified and paid; responds to vendor or program inquiries regarding payments made or anticipated; ensures compliance with state fiscal rules, federal grant guidance and other applicable rules and regulations; ensures appropriate back-up documentation is submitted and kept on file.
Reviews and verifies the proper authorization with appropriate signatures, accuracy of calculations, completeness, and compliance with accounting standards and guidelines. Classifies reimbursement requests as allowable or denied according to division or department policies, GAAP, State Accounting guidelines, federal guidance, and other guidelines. Verifies and corrects discrepancies with the appropriate department members in order to process transactions with the state accounting system CORE.
Make payments in CORE (including but not limited to: payment vouchers (GAX), Invoices (IN)) and Intergovernmental Transfers (ITI,/ITA) Journal Entries (JVC, JV1STND).
Accounts Receivable
May receive checks, cash, and credit card payments for specified programs against invoices issued from elsewhere in the department. Ensures the payment matches and is recorded correctly. Deposits all monies by creating CRs (Cash Receipts) in CORE, prepares checks and deposit slips and takes the monies to EDO Accounting. Receives receivable information and records the appropriate RE (Receivables) in CORE as needed.
Accounting Analysis and Reconciliations
Performs detailed account reconciliations for accounts payables. Investigates and resolves reconciling items, ensuring timely adjustments and accurate financial records. Supports general ledger reconciliation by ensuring accounts payable balances align with supporting documentation. Performs detailed account reconciliations for accounts payables. Commercial Card Allocations
Collects documentation from commercial cardholders, determines appropriate funding, and allocates transactions in USBank. Provides training and guidance to other allocators to ensure accurate information is uploaded from USBank to CORE, collects monthly statements, allocation details, and receipts from assigned allocators.

Three (3) years of technical Accounting or Bookkeeping experience.

Appropriate education will substitute for the required experience on a year-for-year basis.
