The City of Norfolk's Department of Human Services (NDHS) provides a wide range of essential services to its citizens. The NDHS is currently seeking a Fraud Investigator. The primary role of the Fraud Investigator is to conduct investigations associated with suspected cases of Benefit Program fraud. The duties involve evaluation of suspected fraud case referrals, completion of investigations necessary to determine a degree of fraud, determination of suitability of case for legal prosecution, preparation of necessary reports, testifying as required, calculation of overpayments, and development and monitoring of repayment schedules. The Fraud Investigator must be able to work in a fast-paced environment, comprehend and apply both federal and state program policies, and exhibit strong interpersonal skills and self-motivation. The work is performed under the general supervision of the Fraud Supervisor.

It is the primary role of the Fraud Investigator to conduct investigations associated with suspected cases of Benefit Program fraud. The duties involve evaluation of suspected fraud case referrals, completion of investigations necessary to determine a degree of fraud, determination of suitability of case for legal prosecution, preparation of necessary reports, testifying as required
Gathers evidence and information by conducting interviews, field visits, surveillance, and interagency computer checks, and corresponding by mail, fax, and telephone.
Reviews referrals case records and evidence by evaluating referrals, examining all available pertinent agency records, determining whether policies, regulations, and laws have been followed, and documenting the investigative process.
Performs related duties by calculating overpayments, entering records in appropriate data systems, writing reports, preparing evidence for presentation, readying self and witnesses for testimony and consulting with attorneys and probation officers.
Education/Experience
Work requires broad knowledge in a general profession or technical field. Knowledge is normally acquired through four years of college resulting in a Bachelor's degree or equivalent. Bachelor's degree in human services related field from an accredited college or university or equivalent in education and experience is preferred.
One year experience in investigations or eligibility.

Work Hours: 40 hours per week
Signing Bonus: This position is eligible for a one-time $5000 signing bonus for applications received on or after February 22, 2022. The signing bonus will be paid in two (2) increments: $2500 upon completion of 60 days of employment, and $2500 upon completion of your probationary period. To receive the signing bonus, you must be an active employee in good standing.
Regular full-time and permanent part-time employees may receive paid holidays, vacation and sick leave, employer paid pension plan, basic life insurance, voluntary participation in medical and dental, Section 457 deferred compensation, long-term disability, optional life insurance for self, spouse and children, medical and dependent care reimbursement plans, access to membership in credit union and employer provided parking.
Special project/grant employees are generally eligible for the same benefits of regular full-time employees; however, retirement, life insurance and participation in health plans vary depending upon funding and authorization.
Temporary/seasonal and part-time employees are generally only eligible for employer provided parking and access to membership in credit union.
Retirement
If you are hired October 5, 2010, or after to a position with City of Norfolk Retirement System benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.
If you are hired January 1, 2022, or after to a position with Virginia Retirement System (VRS) benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.
The Tuition Assistance Program is established to encourage employees toward continued self-development and education. Permanent full-time and permanent part-time classified, unclassified permanent, full-time special projects, and constitutional employees who have completed six months continuous service will be eligible to apply. The applicant's school of enrollment must be an accredited institution.
