The Construction Capacity Assessment Manager will assess the construction expertise and operational capabilities of Small, Minority, Women, and Service-Disabled Veteran Owned contractor applicants seeking participation in the MTA EDGE. This role evaluates technical proficiency, project management experience, safety standards, and overall capacity to successfully execute construction projects through prequalification review and during the firm's participation in the program..
Your Impact
Job Duties:
Lead MTA and technical construction curriculum delivery for the program in collaboration with the Training Manager and Trainer.
Provide constructive feedback to participants to help them improve their construction capabilities and competitiveness.
Collaborate with the Training Manager, Trainer, and the MTA EDGE construction management staff to ensure the delivery of appropriate training and one-on-one technical assistance to the program participants.
Assess applicants' construction portfolios, including past projects, certifications, licenses, and safety records.
Review documentation related to construction methodologies, quality control measures, and project management practices documentation.
Conduct project and experience references of applicant firms.
Verify that all submissions meet MTA guidelines, industry standards, and MWBE program requirements (as applicable
Evaluate the technical construction skills of participant firms, focusing on areas such as construction methods and materials, project scheduling and management, project estimation and cost control, site management, and construction execution.
Analyze operational capacity, including workforce training, equipment availability, and project management proficiency of participant firms.
Develop and apply evaluation models and scoring criteria to objectively assess construction skills and overall readiness for mentorship.
Prepare detailed reports and maintain assessments highlighting each program participant's strengths, areas for improvement, and overall recommendations.
Work closely with MTA EDGE program management and project staff to define and refine construction-specific evaluation criteria.
Who You Are
Minimum Requirements
Bachelor's degree in Construction Management, Civil Engineering, or a related field.
Experience in construction project evaluation, project management, or a related analytical role.
10 + years experience in construction management
Strong understanding of construction processes, safety standards, quality control, and project execution practices.
Proficiency in reviewing technical construction documentation and data analysis.
Excellent written and verbal communication skills with strong attention to detail.
Demonstrated ability to work both independently and collaboratively in a fast-paced, team-oriented environment
Exercise responsible and ethical decision-making regarding company funds, resources and conduct and adhere to WSP's Code of Conduct and related policies and procedures.
Proven track record of upholding workplace safety and ability to abide by WSP's health, safety and drug/alcohol and harassment policies.

Expected Salary: $74,200 - 146,900
