Summary This position serves as the Chief Supply Chain Officer (CSCO) within a medical facility, responsible for the development and integration of a supply chain that ensures the logistical requirement of the VA Health Care Systems and supported catchment areas are met. This position is located at the James J. Peters VA Medical Center in Bronx, NY. Responsibilities THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION The major duties include but are not limited to: Oversees, guides, manages, and integrates supply chain operations across the organization; Plans and coordinates fiscal, acquisition, clinical, and administrative operations; Establishes, monitors, and manages the performance and measurement of logistics functions for all aspects of the supply chain; Conducts logistics audits, compliance reviews, and program effectiveness/efficiency reviews; Manages all activities involved in the supply chain management to include sourcing, procurement and logistics management activities; Responsible for linking major business functions and processes within the organization into a cohesive and high performing business model; Forecasts planning and budget execution for supplies, subsistence, durable medical equipment, medical gases, expendable/non-expendable and capital equipment, inventory management, warehouse operations, transportation, and distribution; Leads and/or participates in regular meetings, ensuring logistics needs and requirements are being met; and, Performs all other duties as assigned. Participation in the seasonal influenza vaccination program is a requirement for all Department of Veterans Affairs Health Care Personnel (HCP) Qualifications To qualify for this position at the GS-13 grade level, you must meet the following: Experience: You must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-12) in the Federal Service that has given you the particular knowledge, skills, and abilities required to successfully perform the duties of a Supervisory Supply Management Specialist - Chief Supply Chain Officer, and that is typically in or related to the work of the position to be filled. Specialized experience includes, serving as a senior supply chain management leader/supervisor, responsible for ensuring the logistical requirements of an organization are met; planning/coordinating and evaluating various operations to ensure the effectiveness and efficiency of a logistics program. Areas of knowledge and skill should include acquisition management, purchasing, transportation, distribution, inventory management and control, expendable and non-expendable equipment, and warehouse operations; experience with budget formulation and forecasting of expenditures. At this level, candidates should possess experience in managing a group with a variety of occupations and subordinate supervisors. Preferred Experience - The facility prefers: Experience as a senior supply chain management supervisor for a complex medical facility which includes outpatient clinics and other health care facilities. Experience collaborating with Biomedical and Engineering staff for the overall management of a property/equipment program for a complex medical facility. Experience in an acquisition program management overseeing activities that involve vendors and awarding contracts for a complex medical facility. Experience with managing multi-million-dollar budgets for staff training, expendable supplies, equipment (both capital and non-capital), assigned staff salaries, and special projects and responsibilities for a complex medical facility. Experience conducting logistics audits, compliance reviews, and program effectiveness/efficiency reviews for a complex medical facility. Experience in forecast planning and budget execution for supplies, subsistence, durable medical equipment, medical gases, expendable/non-expendable and capital equipment, inventory management, warehouse operations, transportation, and distribution for a complex medical facility. Physical Requirements: The work of the position is primarily sedentary, but requires visits to warehouse and storage areas, loading docks, and other facilities. The position is required to participate on environment of care rounds, Internal and External Quality Reviews, and external auditor site visits. These reviews include a review of work areas including warehouse, supply areas that require personal protective equipment such as operating room and lab, and equipment disposition areas that involve removal of hazardous waste. This may require long periods of standing, walking, and/or maneuvering around moving or otherwise hazardous equipment such as forklifts, pallet jacks, and cart washers. Work area is adequately lighted, heated, and ventilated.
