Summary You will serve as an INFORMATION TECHNOLOGY SPECIALIST (DATA MANAGEMENT) in the PUBLIC WORKS DIVISION of MCAS BEAUFORT SC. The President has ordered a government-wide hiring freeze subject to certain limited exceptions. This position is subject to the hiring freeze. Responsibilities You will be responsible for coordinating integration of MCAS Beaufort's geospatial data with managers of Air Station Programs, County and City Managers state and federal and contracting agencies. You will perform feasibility studies in order to develop information systems and geographic data sets to meet user requirements. You will perform in-depth analysis of existing automated and manual systems, geographic data sets, and application programs to determine what can be used or changed. You will develop scope of work for contracting technical services including a description of work to be accomplished, technical requirements and standard, contract submittal schedule for completion and format deliverables. You will ensure that backup procedures are in place for recovery from loss or destruction of data and program files, or from physical damage to the installation. You will provide technical oversight on computer related matters to Information Systems Coordinators (ISC's). Requirements Conditions of Employment Qualifications You are required to have information technology (IT) related experience in the federal service or private or public sector demonstrating the following four competencies, as defined: 1. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: advising on technically feasible approaches and making recommendations. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: applies new methods to resolve complex problems. In addition to my experience demonstrating the four competencies above, I have one year of specialized experience equivalent to the next lower grade level (GS-09) or pay band in the federal service or equivalent experience in the private or public sector: providing technical expertise on hardware/software, network connectivity, technical oversight on map projects, spatial analysis AND analyzing system environment for application architecture. OR 3 full years of progressively higher graduate level education leading to a Ph.D. or equivalent doctoral degree from an accredited or pre-accredited institution in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management; or, graduate education that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.
