General Statement of Duties
This employee serves as the Finance Officer in the Cincinnati Fire Department (CFD). Employee provides the fiscal oversight, planning, and management of the Fire Department's biennial budget. The employee reports to the Assistant Fire Chief of Administrative Services and ensures compliance with CFD and central City of Cincinnati Finance Department and Office of Budget and Evaluation policies and procedures in the preparation and implementation of finance and budget ordinances for City Council and technical and complex tasks relative to annual setup of appropriates, revenues, and budgets, and payroll. Responsibilities include ensuring compliance with divisional and departmental policies and procedures, initiating direction for all activities within the finance section, managing the Department's accounts payables, reviewing and approving city contracts and encumbrances, and completing certifications of funds. The employee directs the work assignments and projects of employees within the finance section and assigns, reviews, and participates in the work of staff responsible for the finance section. Performs related duties as required.

Government Finance Officers Association, Comprehensive Annual Financial Report, accounts receivable/payable principles, accounting standards.

Manage large projects which contain milestones, deadlines, limited resources, and financial restraints. Develop requests for proposals for essential professional services, complex equipment and systems, etc. Develop timelines for day-to-day activities that contain milestones and deadlines for critical activities and projects.
Work effectively with databases, spreadsheets, and other application software.
Work under pressure and maintain decorum, diplomacy, and civility.

Bachelors' Degree in Accounting, Finance, Business Administration, Public Administration, or a closely related field is required. A Master's degree in the previously noted fields of study is strongly preferred. Five years of experience in business management; with a primary focus in, organization-wide financial system, financial reporting, and accounts payables; fund accounting, budgeting, appropriations, and report writing.
OTHER REQUIREMENTS
Must be able to participate in and transport oneself to meetings at various locations when necessary, Must be an excellent communicator and team builder. A criminal background check is required. Must be able to work irregular hours. Applicant must not hold any position or be a member of any organization which would create a conflict of interest with respect to participation in labor negotiations with the International Association of Firefighters or any of its affiliate unions, as defined in Ohio Revised Code Section 4117.20.
MILITARY EDUCATION & EXPERIENCE EVALUATION Military education and experience may be substituted for college level course work at the lower and upper division baccalaureate and graduate levels and apprenticeship training at the vocational certificate level on a case-by-case basis based on the American Council on Education (ACE) Military Guide recommendations.

Responsible for maintaining the integrity of financial reporting and accuracy related with the biennial budget.
Recommends, develops, prepares, and monitors the Fire Department's operating and capital budgets, consisting of major expenditure items, such as salaries and employee benefits, professional services contracts, supplies, fixed assets, etc.
Ensures that the Department operates within the Council-approved budget. Works with other bureaus within the Fire Department to determine their budgetary needs and assesses the respective bureau's alternative solutions to meet their changing priorities.
Conducts periodic estimates and multi-year fiscal forecast reports, which are used by the Department's chief officers as a planning tool for budget and fiscal matters.
Manages the development and implementation of goals, objectives, policies, and priorities for the Fire Finance Division. Plans, prioritizes, assigns, supervises, reviews, and participates in the work of staff responsible for assigned accounting, auditing, and financial information services. Establishes schedules and methods for providing assigned services; identifies resource needs; reviews need with appropriate management staff; allocates resources accordingly.
Participates in the preparation and administration of assigned program budgets; submits budget recommendations; monitors expenditures.
Participates in the development and implementation of Finance, and Payroll policies and procedures; monitors work activities to ensure compliance with established policies and procedures; makes recommendations for changes and improvements to existing standards and procedures; recommends and assists in the implementation of goals and objectives; implements approved policies and procedures.
Advises the staff and senior Fire Department Command Staff about strategies for the proper allocation of resources that allow the Fire Department to monitor and evaluate the efficiency and effectiveness of service delivery methods and develops and recommends effective cost control measures.
Participates in training and trains subordinate staff in departmental and City policies and procedures using applicable software, tools, and equipment.
Prepares analytical and statistical reports on operations and activities; reviews, analyzes, and approves financial documents, controls, financial statements, and reports; prepares a variety of financial reports as assigned; makes presentations of financial information to groups as assigned. Creates and maintains accounting systems as required to comply with policies, procedures, and guidelines of various governmental agencies.
Serves as liaison for the assigned department or division with other city departments/divisions and City, county, or other outside agencies (e.g., OP&F and CRS); attends budget meetings with the Fire Chief.
Supervises the compilation and analysis of information required for the formulation of the department's operating and capital budgets.
Assist the grant administrator with the financial aspects of grant management and procurement. 16. Stays abreast of new trends and innovations in accounting and financial management, as well as in assigned area of responsibility (benefits, income tax, finance, etc.).
Assists those contacted in the course of duty in an effective, efficient, and professional manner.
Facilitates the preparation and submission of final reports and close-out arrangements with funding agencies and in accordance with City of Cincinnati and Fire Department reporting requirements.

Integrated Health Reimbursement Arrangement (HRA)
This is a voluntary program that serves as an alternative healthcare option to traditional medical plans. If you have alternate group health coverage available to you through a spouse, equal partner, another job, or a non-city retirement plan, you may be eligible for this plan which reimburses you for the difference in premiums between the plans and your covered out of pocket expenses on the other plan.
Retirement Plan
The City provides a defined benefit pension plan for part-time and full-timeemployees. New hires and re-hired employees are required to participate in the City of Cincinnati's Retirement System (CRS), regardless of previous participation in an Ohio State pension system or any another state or federal pension system. CRS is funded by employer and employee contributions, and investment returns from plan assets. CRS provides retirement and health care benefits subject to eligibility requirements. The following groups are excluded from participation in CRS: Mayor and Members of City Council; Sworn Police & Fire; Police Recruits; and Rehired Ohio Police & Fire Retirees.
Deferred Compensation
