Role Overview:
The Assistant Director of Capital Program Finance and Federal Grants is responsible for the Indiana Department of Transportation's (INDOT) discretionary grant program and the management of the Capital Funds Program. This position is essential to supporting INDOT's capital program ensuring the agency accounts for the resources associated with the capital program along with utilization of said funds and discretionary grant opportunities are realized to enhance the infrastructure funding available to the State.
This includes identifying, tracking, balancing of all capital program phases and defining, and seeking opportunities to support existing and planned program activities as well as develop, write, and submit grant proposals to federal funding agencies and other funding organizations. Primary responsibilities include oversight for the capital program, ensuring it is balanced and progressing throughout the fiscal year, preparation of proposals, grant applications, and executive reporting; working with INDOT's project management and consulting contract staff; developing financial impact statements throughout the life of the grant beginning with submission; and performance of responsible professional and administrative work in researching, identifying, developing, and responding to discretionary grant opportunities in areas that support INDOT priorities. The Assistant Director of Capital Program Finance and Federal Grants will also provide directions to staff for the development of economic models defining the technical merits of infrastructure projects for grant opportunities and will manage a continuous improvement of INDOT's federal grant program.

Salary :
This position traditionally starts at an annual salary of $75,010.00 . Salary for this position may be commensurate with education and job experience.
A Day in the Life:
The essential functions of this role are as follows:
Review and evaluate organizational effectiveness, goal determination, and strategic planning, etc., makes recommendations for improvement.
Assist the Director with developing and coordinating plans and policies, resources, and mission as well as goals, vision and expectations of agency or program.
Provide guidance to agencies and the public regarding applicable laws and rules.
Supervise subordinate personnel including hiring, determining workload, and authorizing assignments, training, monitoring, and evaluating performance, and initiating corrective or disciplinary action.
Assist with monitoring agency or program budget including revenues, expenditures, and budget projections.
Communicate with news and other media and respond to media questions or requests in an appropriate public relations manner.
Coordinate with other government officials on planning issues.
Recruit, select, onboard, and train employees to ensure role responsibilities and expectations are clearly understood while providing opportunities to continue professional development.
Set expectation, measure progress, provide ongoing feedback, and evaluate the performance of employees. Ensure work adheres to quality standards, deadlines, and proper procedures.
Some essential functions of this position may be performed onsite at the agency's worksite or other assigned worksites while some essential functions of this position may be eligible for work from home authorization in accordance with policy. Remote work authorization is not automatic and is dependent upon operational needs and agency approval.

This position is exempt from overtime compensation for additional work hours which may be required to complete essential functions or other assigned work. Exempt employees may work more than 75 hours in a pay period without additional compensation and must report a minimum of 75 hours per pay period of work hours and/or paid leave taken to receive their base biweekly salary.
