Job Summary:
The Site Manager/Construction Manager (SM/CM) will be the primary person responsible for executing major repairs and renovation projects at Naval Medical Center (NMCP), Portsmouth, VA. The SM/CM is also responsible for all site related activities including employee health, safety, environmental, and quality compliance, design and engineering reviews, construction activities, material management, and project controls. The SM/CM will act as the single point of authority for the day-to-day operation of the site. This position is physically located at the NMCP, Portsmouth, VA - This is not a remote job.
Primary Job Functions
Oversee the construction activities from start to finish including schedules, subcontract scopes, design and engineering reviews, constructability and value engineering reviews, cost estimating, and performance indicator presentations.
Create and maintain a cost-loaded project schedule, for every assigned project, in its native software (Microsoft Project or Oracle Primavera P6, as determined by project requirements and Director), while also maintaining Procore and RMS. Monitor and track construction submittals, engineering shop drawings and invoices.
Responsible for coordinating subcontractor construction activities, schedule, safety and quality control.
Through a combination of design consultants and in-house employees, directly lead and coordinate all design efforts. Ensure milestone compliance for design deliverables.
Work with the senior PM to develop the scope of work for subcontracts, negotiate buyout of subcontractors, and manage the subcontractors to the terms and conditions of the subcontract.
Prepare and update project schedules, invoice requests, and daily, weekly, and monthly progress, budget, and schedule management reports
Train, manage, and hold accountable site staff.
Under the guidance of the Senior Project Manager or the Director of Operations, perform Performance Evaluations of assigned staff.
May be required to temporarily fill site supervisory role (e.g., Superintendent, QCM, SSHO) to maintain schedule in a supervisor's absence.
Based on input from Director or Senior PM, provide site supervisory staff with priorities and guidance in strategizing and problem solving.
Other duties as assigned.
Ensure site staff have necessary authority and resources to effectively carry out their responsibilities.

Experience in various aspects of construction planning and management, including but not limited to construction contracts; document, time, cost, and quality management; change management; and site safety. estimating, bidding, preparing and administering purchase orders and subcontracts, scheduling, cost control, etc.
Exhibit technical experience on design-build and design-bid-build general contracting construction. Experience in Federal construction will be looked at more favorably.
Experience with Microsoft Office.
Experience with construction management software such as Procore, Prolog, Primavera, Bluebeam, etc.
