ICF is seeking a Construction Coordinator to assist the State of Florida with managing federal disaster recovery grant programs and carrying out strategic, high-impact activities to rebuild housing, strengthen communities, and mitigate future disaster risks.
The Construction Coordinator will provide essential operational and administrative support to the construction team with a focus on supporting damage assessors and construction managers, to ensure the smooth delivery of housing rehabilitation, reconstruction, and replacement activities under federally funded programs such as the Community Development Block Grant - Disaster Recovery (CDBG-DR) and Community Development Block Grant - Mitigation (CDBG-MIT) programs.
This position requires strong organizational skills, attention to detail, and the ability to adapt to an ever-changing environment. Construction knowledge is preferred but not required.
Key Responsibilities:
Support Damage Assessors and Construction Managers with day-to-day coordination tasks across Florida CDBG-DR/CDBG-MIT housing programs.
Schedule homeowner inspections and manage inspection calendars for assigned regions.
Prepare and distribute inspection packets, builder contract packets, and construction documentation to field teams and managers.
Upload inspection reports, photographs, builder submissions, and change orders into the system of record with correct naming conventions and filing standards.
Review builder invoices for completeness, perform initial invoice reconciliation, and escalate discrepancies to Construction Managers.
Compile and organize project documentation to meet HUD and programmatic audit standards.
Assist with data tracking, reporting, and construction status updates to program management staff.
Ensure compliance with internal QA/QC processes for documentation and billing.
Communicate effectively with builders, inspectors, program partners, and homeowners to support the inspection and construction process.
Other administrative and operational support tasks as assigned.
Minimum Qualifications:
Associate's degree or equivalent combination of education and relevant work experience.
2+ years of experience supporting construction, disaster recovery, grant management, or administrative program operations.
Knowledge of residential construction processes, inspection procedures, and builder documentation requirements - preferred.
Proficiency with Microsoft Office Suite (Excel, Word, Outlook) and document management and scheduling platforms (e.g., SharePoint, Salesforce, Smartsheet).
Strong organizational skills and high attention to detail, with the ability to manage multiple tasks and meet deadlines.
Experience compiling, reviewing, and reconciling financial or invoicing documentation preferred.
Excellent communication and interpersonal skills to interact with internal teams, contractors, and homeowners.
Ability to work independently in a remote environment and collaborate as part of a multidisciplinary team.
Other Job Details:
Remote position with possible occasional travel to field offices, client sites, and housing centers throughout Florida.

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position.
The pay range for this position based on full-time employment is:
$37,651.00 - $64,006.00
