SUMMARY STATEMENT The Director of the Barr Construction Institute is responsible for overseeing the daily operations, growth, and strategic direction of the Barr Construction Institute, a registered Maryland Apprenticeship program for the trades. This individual ensures the program's excellence by managing employees, fostering relationships with educational and governmental institutions, maintaining financial oversight, and expanding the institute's impact within the region. The Director will inspire trust and respect, positioning the Barr Construction Institute as a leader in workforce development and construction education. ORGANIZATIONAL RELATIONSHIPS A. The Director of the Barr Construction Institute reports directly and is responsible to the President. B. This position requires the supervision of the Director of Education Services to support daily operations of the Institute. C. The Director interacts and coordinates most closely with the Advisory Board of the Barr Construction Institute and the Senior Program Manager for WSCE. ESSENTIAL DUTIES A. Operational Management of the Barr Construction Institute 1. Oversee the daily operations of the Maryland Registered Apprenticeship program to meet state and federal standards. 2. Manage all Barr Institute employees to ensure they deliver high-quality services and training. 3. Supervise the education director to support daily operations and maintain cutting-edge classes. 4. Work with the Senior Project Manager for WSCE in the responsibilities and management of the D.M. Bowman Family Workforce Training Center to ensure its consistent operation. 5. Provides guidance, oversight, direction, administrative, and staff support to a multi-member, advisory board of volunteer members. 6. Provides leadership and facilitates communication among all members of the Advisory Board for the Barr Construction Institute. B. Program Growth & Relationship Development 1. Drive the growth of enrollment and completion rates in the registered apprenticeship program and expand its regional presence. 2. Build and nurture strong relationships with high schools, technical programs, counties, cities, and state legislators to bolster the programs visibility and accessibility (currently, 18 tech schools utilize the curriculum as a pathway into the program). 3. Continuously seek new partnerships and entry points to integrate moreindividuals into the apprenticeship program. C. Financial Oversight 1. Provide financial management and budgeting for apprenticeship programs and the membership organization for construction companies. 2. Ensure all financial activities align with the goals and objectives of the institute. D. Marketing and Community Engagement 1. Work with the Office of Public Relations to develop and implement strategic marketing plans, including social media campaigns, to promote the program across all demographics. 2. Actively engage with the community by participating in chamber events, workforce development activities, and supporting other college initiatives to reflect inclusivity within the program. E. Provides Curriculum & Industry Leadership 1. Stay updated on industry advancements to ensure classes and training programs remain innovative and relevant. 2. Develop new programs and manage additional construction-related training aligned with industry needs. 3. Actively participate in Maryland Apprenticeship Training Council initiatives to maintain compliance and relevance. 4. The Director interacts and coordinates most closely with the Advisory Board of the Barr Construction Institute and the Senior Program Manager for WSCE. EDUCATION AND EXPERIENCE Bachelors Degree Required, Masters degree preferred; NCCER Master Trainer certification preferred. At least 6 years experience at the administrative level in education, non-profit human services, or business settings with substantial involvement in areas such as: registered apprenticeships, construction, skilled trades training, marketing, and recruitment. Demonstrated familiarity with the Maryland Apprenticeship and Training Council (MATC) and similar organizations. SKILLS AND ABILITIES Proven leadership and management experience, particularly in education or vocational training programs; strong understanding of apprenticeship programs and workforce development initiatives; expertise in financial management and budgeting; proficient in marketing and social media strategy development; evidence of proven and consistently demonstrated accomplishment, especially in the area of program recruitment and fundraising; evidence of the ability to establish and maintain positive relationships with the construction industry, past, and present donors or supporters; excellent writing , speaking, and listening skills to effectively communicate with diverse campus and community groups; understanding the role of the comprehensive community college and the functions of the registered apprenticeship training program within the broader college academic mission; demonstrated ability to lead a board of volunteers, as well as campus and community partners, in meeting a variety of goals for the Barr Construction Institute.
