Agency Overview The Division of Capital Asset Management and Maintenance (DCAMM), which oversees over $2 billion in capital programs and projects, is responsible for capital planning, project delivery, property management, and real estate services for the Commonwealth. DCAMM is a central agency in implementing several key policy priorities of the Healey-Driscoll Administration, including promoting decarbonization and climate resilience in all state facilities, identifying and facilitating opportunities to repurpose underutilized state property for housing production, and increasing the participation of underrepresented groups in public construction contracting and in the public construction workforce. _G_eneral Statement of Duties and Responsibilities The Office of the General Counsel is seeking an experienced Employment Attorney to advise DCAMM HR on the laws, policies, and practices of the Commonwealth to ensure actions, agreements and contracts comply with applicable law. As part of the Office of the General Counsel, this attorney will also provide legal support in other practice areas, as needed. Duties for this position include: Provide timely and high-quality legal services, advice, and guidance to the Agency and the Human Resources department, including assisting with employment investigations and providing legal advice in employment matters. Provide timely and high-quality legal services, advice, and guidance to the Agency regarding one or more of the following areas of law: commercial leasing, commercial real estate, construction, design, energy, environmental, equity, and government, including ethics, legislation, and public records. Provide legal advice, engage in negotiations, review and draft contracts, procurement documents, and other legal documents, and analyze and advise on matters of contract compliance; Undertake legal research, prepare memorandum and provide legal advice and counsel in connection with DCAMM's projects and policies; Demonstrate the ability to work as a member of a team that may include members of other departments, outside agencies, including the Human Resources Division, and municipal and state officials; Engage in administrative or judicial proceedings as necessary to advance the interests of DCAMM; Perform such other duties as requested and required by the General Counsel and/or First Deputy General Counsel. Qualifications Applicants must have admission to the Massachusetts Bar and (A) at least seven years of full-time, or equivalent part-time, professional experience in the practice of law. Preferred Qualifications __At least 3-6 years of experience in Labor Arbitration and/or Employment law - public sector preferred Knowledge of the theory, principles, and practices of law, including labor and employment law Prior experience in Union setting or government agency Past experience with MCAD, Civil Service, Department of Labor Relations Please include a cover letter and resume with your submission for this position. MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) six (6) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in a particular specialty (i.e. scientific, professional, or technical) and must possess current license and/or registration requirements established for the performance of the position, of which (B) at least two (2) years must have been in a project management, supervisory or managerial capacity or (C) any equivalent combination of the required experience and substitutions below. Substitutions: I. A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience. II. A Bachelor's degree in a related field may be substituted for two (2) years of the required (A) experience. III. A Graduate degree or higher in a related field may be substituted for three (3) years of the required (A) experience. IV. A Doctorate degree in a related field may be substituted for four (4) years of the required (A) experience.
