This position assists, supervises, and directs the activities of the Finance Department for Minnesota Veterans Home Minneapolis so that accounting, procurement of goods and services, accounts payable, and payroll functions are accomplished in an accurate and timely manner. In collaboration with the Accounting Director, this position will assist in developing controls; monitor and maintain internal controls; and ensure all state and federal regulatory requirements are met relating to the business operations of the home.
Job responsibilities include:
Supervise and manage duties relating to payroll, accounts payable, procurement, and Center for Medicare & Medicaid (CMS) activities.
Supervise Business Office staff by ensuring employees effectively perform their assigned job duties and applying laws, rules, and collective bargaining agreement (CBA)/plan provisions in an equitable manner.
Ensure all services are provided in compliance with all federal, state, and Minnesota Department of Veterans Affairs (MDVA) laws, rules, policies, and procedures as well as modern business practices such as Generally Accepted Accounting Principles (GAAP).
Assist Accounting Director with preparation of annual spending plans for home and monitor expenditures throughout the fiscal year.
Oversee and perform advanced fiscal related activities as they relate to all accounts payable transactions for the Minnesota Veterans Home Minneapolis campus.
Prepare accurate and timely financial reports. Develop, process and review, all financial reports related to CMS Payroll Based Journal Reporting.
Act as Accounting Director in their absence.

Minimum Qualifications
Experience Requirements:
Two years of professional-level experience in accounting or financial management, which includes experience in at least four of the following areas:
Employee payroll processing in a complex payroll/timekeeping system
Budget and/or spending plan preparation and reporting
Accounts payable and receivable in an accounting software system
Revenue projections/management
Purchasing and/or fixed asset management
Professional/technical contract coordination
Experience as a supervisor, team lead, lead worker, or project lead.
Knowledge, Skills, and Abilities
Thorough knowledge of Generally Accepted Accounting Principles (GAAP).
Skills in using databases, spreadsheets, and word processing software (preferably Microsoft Access, Excel, and Word).
Ability to:
Prepare, interpret and explain complex fiscal reports and records.
Analyze accounting data sufficient to reconcile accounts and evaluate and guide the work of professional and technical accounting/finance staff.
Plan and organize work to complete assignments in accordance with established time frames.
Establish and maintain effective working relationships with MDVA leadership and staff, residents and their family members, vendors, and other clientele.
Preferred Qualifications
Bachelor's degree or higher in Accounting, Business, Finance, or related area.
Experience supervising accounting/finance staff and functions.
Experience in government accounting.
Knowledge of laws and regulations governing the fiscal operations of State agencies.
State of Minnesota experience with contracts, SWIFT, SEMA4 or warehouse reporting.
Experience applying provisions of collective bargaining agreements and/or compensation plans.
Knowledge of federal Veterans Administration per diem for state Veterans' homes and/or MN Administrative Rule 9050 and other relevant statutes pertaining to Veterans' home finances.
Additional Requirements
A Minnesota Department of Human Services (DHS) background check will be conducted on finalists for this position. Finalists must pass the DHS background check.
A Tuberculosis (Mantoux) screening (or chest x-ray) is required prior to employment.
