We are seeking a highly qualified candidate to serve as the Department'sAccountant 3.In this integral role, you will be at the heart of our fiscal operations.
Your Responsibilities:
Provide support, guidance and training to Accounting team members, including monitoring work, answering questions, providing backup coverage, and mediating conflicts related to claims processing.
Maintain advanced level knowledge of Department and Department of Administrative Services-State Accounting Enterprise (DAS-SAE) policies and procedures as well as the use and knowledge of the Iowa Advantage and Workday financial systems.
Interpret and ensure compliance with appropriate federal, state and departmental laws, rules and regulations and standards in the areas of budgeting, accounting and reporting.
Research and provide guidance related to accounting rules, policies, and procedures. Write and disseminate written instruction manuals, procedures, and other training material to help inform and update department staff on accounting policies and processes.
Gather data and develop reports as requested by legislators, department leaders, federal agencies, vendors, and other organizations.
Serve as the Department's liaison and point of contact for the ISD/IESBVI finance team. Oversee training and ensure Department and DAS-SAE policies and procedures are followed. Implement process improvements and standardization across Department processes and assist with budget balancing and reporting.
Ensure timely submission and Department compliance with recurring financial reports.
Analyze proposed legislation/policy revisions to assess finance and budgetary impact upon new or existing programs.
Lead E-rate filing for statewide digital data circuits. File reimbursements, respond to questions and requests on claim reviews, reconcile monthly invoices, coordinate contract and amendments, and collaborate with stakeholders.

Experience with state systems like Iowa Advantage
Experience with Microsoft Excel and Access

Minimum Qualification Requirements
Graduation from an accredited college or university with twelve semester hours in accounting course work and experience equal to thirty months of responsible full-time work in accounting, accounts examination or verification, budgeting or closely related fiscal work with a governmental agency, public accounting firm, or private industry;
OR
an equivalent combination of education and experience substituting one year of the required experience for each year of the required education to a maximum of four years;
OR
an equivalent combination of education and experience substituting thirty semester hours of graduate level course work in accounting, business administration or finance for each year of the required experience to a maximum substitution of sixty hours;
OR
Certified Public Accountants will qualify with eighteen months of the required experience;
OR
employees withcurrentcontinuous experience in the state executive branch that includes experience equal to nine months of full-time work. as an Accountant 2.
